You will advise leadership, mentor staff, and drive process improvements across contracting and procurement functions.

This role requires extensive experience with FAR/DFARS, government portals, and complex procurement activities, including negotiations and audits. A Secret clearance is preferred as applicable.

  • 10–15+ years of progressive federal government contracting experience.
  • Strong knowledge of FAR/DFARS and IC regulations.

Solvere, a growing government contracting business supporting a wide variety of federal agency missions. We are seeking a Senior Contracts Administrator (Lead) to oversee the full lifecycle of contracts and subcontracts in a dynamic, mission-driven environment.

This role is ideal for a seasoned professional who thrives in fast-paced, highly regulated environments and brings both strategic leadership and hands-on execution across contract administration, subcontract management, and procurement operations.

Position Overview

The Senior Contracts Administrator (Lead) will be responsible for managing all phases of the contract and subcontract lifecycle-from proposal support through closeout-while ensuring compliance with federal regulations and internal policies.

This individual will serve as a key advisor to leadership, lead negotiations, mentor junior staff, and drive process improvements across contracting and procurement functions.

Key Responsibilities
Contract Administration & Compliance
  • Lead administration of prime contracts and subcontracts across the full lifecycle (proposal, award, execution, closeout)
  • Ensure compliance with FAR, DFARS, and Intelligence Community regulations
  • Draft, review and negotiate Non-Disclosure Agreements (NDAs), Teaming Agreements (TAs), and contract terms, statements of work, and modifications to include identifying and mitigating any associated risks
  • Provide contractual guidance to internal stakeholders and leadership
  • Maintain contract documentation and ensure accuracy within contract management systems
  • Serve as the primary point of contact for Government Contracting Officers (COs), as well as representatives from the DCAA and DCMA.
  • Collaborate with the proposal department to review cost proposals for compliance, accuracy, and completeness.
Subcontract & Procurement Management
  • Lead the development, negotiation, and administration of subcontracts and purchase orders (FFP, T&M, CPFF, BPAs, etc.)
  • Prepare and issue RFPs, evaluate proposals, and conduct cost/price analysis
  • Manage supplier relationships, performance assessments, and delivery tracking
  • Develop sourcing strategies, including build-to-print and complex technical procurements
  • Execute NDAs, Teaming Agreements, Intercompany Work Authorizations (IWAs), and reseller agreements
  • Monitor contract cost performance and support program financial management
  • Assist with budgeting, forecasting, and small business subcontracting goals
  • Support proposal development efforts to ensure compliance with solicitation requirements
  • Develop metrics, reporting, and data analysis related to contract and subcontract performance
Leadership & Process Improvement
  • Serve as a lead/mentor to junior and mid-level contracts and procurement staff
  • Lead source selection teams and support supplier qualification processes
  • Drive improvements in contract and procurement systems, tools, and workflows
  • Support internal and external audits (e.g., DCAA) and ensure audit readiness
  • Contribute to the development and implementation of policies and procedures
  • Fast-paced, mission-driven environment supporting Intelligence Community and federal agency programs
  • Requires critical thinking, adaptability, and the ability to balance multiple priorities
  • Strong collaboration with cross-functional teams, including program management, finance, legal, and external partners
Required Qualifications
  • Bachelor's degree in Business Administration, Legal Studies, or related field
  • 10-15+ years of progressive experience in federal government contracting, including both prime contracts and subcontracts
  • Strong knowledge and proficiency in FAR, DFARS, and federal contracting regulations. Experience working in government portals such as WAWF, PIEE and Seaport-NxG
  • Demonstrated experience with contract negotiation, risk analysis, and compliance
  • Strong communication, negotiation, and organizational skills
  • Proficiency in Microsoft Office applications
Preferred Qualifications
  • Experience supporting DoD and DHS programs
  • Experience in a lead or supervisory capacity
  • Familiarity with enterprise contract/procurement systems (e.g., Maximo or similar platforms)
  • Background in complex technical procurements or engineering-based programs
  • Experience with small business subcontracting plans and outreach
  • Professional certification such as CPCM (Certified Professional Contracts Manager) is highly preferred.
Clearance
  • Ability to obtain and maintain a U.S. Security Clearance (Secret or higher) is required for this role.

The anticipated hiring range for this position is $100,000 to $130,000 annually. Actual compensation will be determined based on factors such as skills, experience, education, certifications, internal equity, and geographic location.
