DEFTEC Corporation seeks a Senior Contractor Support to Requirements Management for the NC3 Modernization Program. You will provide expert CI/CM support, manage requirements, policy updates, and documentation across NATO-alliant environments while coordinating with HQ SACT and partner nations.

You will also oversee Benefits Realization and ensure traceability of CIS/infrastructure requirements in classified environments.

Qualifications

  • Bachelor's degree or higher.
  • Active NATO Secret Security Clearance.
  • 3+ years in requirements engineering (last 10 years).
  • Experience in CIS/infrastructure in classified environments.

Responsibilities

  • Review and update iterative Requirements Management and Benefits Realization plans for NC3.

Position Overview:

The Senior Contractor Support to Requirements Management for the NC3 Modernization Program provides expert support to the NC3 iCMO in the continual review and update of iterative Requirements Management and Benefits Realization plans, as well as security policy, documentation, and classification guides for the NC3 capability. The incumbent assists the Branch with stakeholder engagement and communications across political, operational, and tactical layers-including Allied Command Operations (ACO), Nations, and NATO HQ-to identify requirements, policy developments, and relevant engineering publication reviews, while coordinating with Requirements and Quality Assurance branches across HQ SACT and other organizations to ensure program alignment with NATO best practices. This role manages the Benefits Realization work strand, supports development of comprehensive and measurable Capability Acceptance Criteria, and tracks Technical Requirements with agencies and host nations to ensure validity and traceability, particularly for CIS/infrastructure capability requirements in classified environments. The incumbent also supports authoring of relevant sections of Capability Program Plans, manages all outputs and developments within the DOORS requirements management system, and ensures all work strands remain linked to other elements of the iCMO's work and broader capability teams.

Job Responsibilities:
  • Support the NC3 iCMO in continually reviewing and updating the iterative Requirements Management and Benefits Realization plans for the NC3 capability.
  • Support the NC3 iCMO in continually reviewing and updating security policy, documentation and classification guides for the NC3 capability.
  • Support the Branch by assisting in stakeholder engagement and communications with stakeholders and users at the political, operational and tactical layers, including Allied Command Operations (ACO), Nations, and NATO HQ, helping to identify requirements, policy developments and engineering publication reviews relevant to the program.
  • Work with Requirements and Quality Assurance branches across HQ SACT and other organizations to ensure the NC3 program is aligned with NATO best practices.
  • Manage the Benefits Realization work strand for the capability as management products are developed and projects are delivered.
  • Support the NC3 iCMO by working with agencies, stakeholders and end users to develop comprehensive and measurable Capability Acceptance Criteria.
  • Work with agencies and host nations to track Technical Requirements and ensure validity and traceability, with a focus on capability requirements related to CIS/infrastructure in classified environments.
  • Support the NC3 iCMO in the authoring of relevant sections of Capability Program Plans.
  • Manage all outputs and developments in the DOORs requirements management system.
  • Ensure all work strands are linked to other elements of the iCMO's work and with other capability teams.
Required Qualifications:
  • Bachelor's degree or higher.
  • Active NATO Secret Security Clearance
  • Demonstrate a minimum of 3 years in the last 10 in the field of requirements engineering to include requirements management and requirements elicitation.
  • Experience in capability development, ideally working with the NATO Common Funded Capability Delivery Governance Model for capability development, implementation and service management, or national equivalent.
  • Experience in capability development in CIS/infrastructure related programs in classified environments.
  • Experience with IBM Rational DOORS or equivalent.
