Job summary

Metra Commuter Rail seeks a Contracting Officer 3 to lead complex procurement contracts. The role focuses on reviewing specifications, preparing bid documents, and negotiating terms for construction and services across a major rail system.

You will manage procurement processes, ensure compliance, and collaborate with internal stakeholders to maximize value and adherence to laws and policies.

Qualifications

• Bachelor's degree or four years of equivalent procurement experience.
• Experience in procurement operations, contract administration, or senior buyer roles.
• Knowledge of FTA/IDOT/RTA and public sector purchasing regulations.
• Proficient in Microsoft 365 for document creation and tracking.
• Ability to review, prepare, and negotiate complex contracts.

Responsibilities

• Review and prepare complex contracts, specifications, and solicitation documents.
• Research market conditions, perform value analyses, and ensure competitive pricing.
• Recommend, negotiate, and approve contract terms for goods and services.
• Manage competitive procurements including bidding, proposals, and quotes.
• Monitor contractor performance and track project progress to closeouts.
• Coordinate day-to-day team activities, assign tasks, and mentor juniors.
• Ensure compliance with local, state, and federal regulations.
