Job summary

Texas Health and Human Services Commission in Austin seeks a Contract Specialist V to manage complex contracts across the Older Americans Act services. The role requires deep knowledge of procurement practices and the ability to oversee the full lifecycle from negotiation to close-out.

You will coordinate with multiple internal teams and external vendors, ensuring compliance with state rules and providing guidance on contract monitoring and reporting. Telework is eligible for this position.

Qualifications

• Graduation from an accredited four-year college or university with major coursework in business administration, public administration, finance, accounting, or a related field.
• Experience in contract development or management in large public sector organizations (3+ years).
• Two years of experience interpreting federal and state laws, policies, rules and requirements in health and human services programs.

Responsibilities

• Attends work on a regular and predictable schedule.
• Independently manages a portfolio of complex, high-dollar, or high-risk contracts.
• Reviews and processes contract amendments, renewals, change orders, and supporting documentation.
• Coordinates with PCS, budget, and System Legal on solicitations, through contract execution, while adhering to procurement policy compliance.
• Prepares and routes contract execution documentation.
• Prepares and submits required contract reports to division leadership and external stakeholders.
• Maintains contract files and documentation in accordance with records retention requirements.
