Job summary

The Texas Health and Human Services Commission (HHSC) Medicaid CHIP Services (MCS) department seeks a highly qualified Contract Specialist III to perform senior-level contract enrollment, administration and technical assistance work for CAPM/WPE. This role requires strong collaboration, adherence to timelines, and the ability to interpret complex regulations.

Qualifications

• Knowledge of contracts, social services, or Medicaid waiver programs.
• Knowledge of applicable rules, regulations, and policies.
• Knowledge of the contract enrollment and administration process.
• Skill using computers and database tracking systems.
• Skill providing customer service involving high volume phone calls and emails.
• Ability to manage special projects with limited supervision.
• Ability to train and direct the work of others.
• Ability to communicate effectively both orally and in writing.
• Ability to gather, assemble, correlate, and analyze facts.
• Ability to develop and write concise reports and explain data.
• Ability to devise solutions to problems.
• Ability to develop and evaluate policies and procedures.
• Ability to evaluate contracts and recommend future status; and to interpret policies, procedures, and regulations.

Responsibilities

• Acts as contract manager for Medicaid waiver program contracts and serves as point of contact for applicants and contractors.
• Maintains automated databases and tracking systems to plan, track and complete required contract activities.
• Represents CCPM in committees, workgroups and meetings to address significant issues related to policies and rules for contract administration.
• Performs other duties as assigned.
