ASI Government is seeking a Senior Contract Specialist/Administrator III in Washington, DC to provide senior-level acquisition support to the Federal Transit Administration. You will work with Contracting Officers, program officials, and stakeholders to plan, develop, award, administer, modify, and close out acquisitions throughout the lifecycle.

  • Experience with IDIQs, BPAs, task/delivery/call orders, and POs.
  • Ability to independently assess requirements and recommend strategies.
  • Excellent oral and written communication skills.
  • Strong MS Office and Google Workspace skills for research.

Responsibilities

  • Provide senior-level acquisition lifecycle expertise.
  • Advise on acquisition strategies, procurement methods, contract types, and approaches.
  • Support planning, market research, requirements development, and acquisition packages.
  • Review SOWs, PWSs, SOOs, IGCEs, and related documents for quality and compliance.
  • Develop and review solicitations, RFQs, RFPs, amendments, and related documentation.
  • Support simplified and complex service and commercial acquisitions.
  • Assist with cost and price analysis, negotiations, and contract awards.
  • Support various contract structures including FFP, L/H, T&M.
  • Administer contracts, IDIQs, BPAs, task/delivery/call orders, and POs.
  • Prepare and review modifications, funding actions, and contract correspondence.
  • Support contract closeout, termination actions, and issue resolution.
  • Maintain acquisition files and status information.
  • Use PRISM and other systems; review outputs for accuracy and compliance.
  • Analyze acquisition data and prepare reports, briefings, and recommendations.
  • Provide quality assurance and peer review of acquisition documentation.

ASI is seeking a Senior Contract Specialist/Administrator III to provide senior-level acquisition support to the Federal Transit Administration's Office of Acquisition Management. The specialist will support complex federal acquisitions throughout the acquisition lifecycle, working with Contracting Officers, acquisition personnel, program officials, and other stakeholders to plan, develop, award, administer, modify, and close out acquisition actions.

The strongest candidate will bring extensive federal contracting experience, strong knowledge of the FAR and federal acquisition processes, and the ability to independently analyze complex acquisition requirements and recommend appropriate acquisition strategies and procurement methods. The position requires excellent judgment, attention to detail, communication skills, and the ability to serve as a trusted acquisition subject matter expert.

Key Responsibilities

Acquisition Strategy and Planning

  • Provide senior-level expertise throughout the federal acquisition lifecycle.
  • Advise Contracting Officers and program personnel on acquisition strategies, procurement methods, contract types, and acquisition approaches.
  • Support acquisition planning, market research, requirements development, and preparation of acquisition packages.
  • Review SOWs, PWSs, SOOs, IGCEs, acquisition plans, market research, and related acquisition documentation for quality and compliance.

Solicitation, Evaluation, and Award

  • Support development and review of solicitations, RFQs, RFPs, amendments, and related procurement documentation.
  • Support simplified acquisitions as well as larger and more complex service and commercial acquisitions.
  • Assist with cost and price analysis, evaluation documentation, negotiations, and contract award activities.
  • Support acquisitions using FFP, fixed-price with economic adjustment, Labor Hour, T&M, cost-type, and other appropriate contract structures.

Contract Administration

  • Support administration of contracts, IDIQs, BPAs, purchase orders, task orders, delivery orders, call orders, and Inter/Intra-Agency Agreements.
  • Prepare and review modifications, funding actions, administrative documentation, and contract correspondence.
  • Support contract closeout, termination actions, and resolution of contractual issues.
  • Maintain accurate acquisition files and status information.

Acquisition Systems and Quality

  • Use federal acquisition and reporting systems, including PRISM and other Government-provided systems and tools.
  • Review work products for accuracy, completeness, clarity, regulatory compliance, and consistency.
  • Analyze acquisition data and prepare reports, briefings, status updates, and recommendations.
  • Provide quality assurance and peer review of acquisition documentation.

Required Qualifications

  • Bachelor's degree or higher and/or at least eight years of relevant contracting experience.
  • Extensive experience supporting federal acquisitions and contract administration.
  • Strong working knowledge of the FAR and federal acquisition regulations and processes.
  • Experience with multiple contract types, including FFP, Labor Hour, T&M, and other appropriate pricing arrangements.
  • Experience with IDIQs, BPAs, task/delivery/call orders, purchase orders, and other federal acquisition mechanisms.
  • Ability to independently assess contractual requirements and recommend acquisition strategies and procurement methods.
  • Excellent oral and written communication skills.
  • Strong Microsoft Office and Google Workspace skills and ability to conduct effective acquisition-related research.

Preferred Qualifications

  • FAC-C Professional, legacy FAC-C Level III, DAWIA contracting certification, or comparable acquisition certification.
  • Experience supporting a federal contracting office in an embedded contractor role.
  • Experience with PRISM or comparable federal acquisition systems.
  • Experience with Department of Transportation or FTA acquisitions.
  • Experience supporting complex professional services and commercial acquisitions.
  • Experience mentoring or providing quality review for junior and mid-level acquisition professionals.

Success in the Role

  • Operates independently and provides sound, defensible acquisition recommendations.
  • Produces accurate, complete, compliant, and timely acquisition products.
  • Anticipates acquisition issues and identifies practical solutions before they affect schedule or performance.
  • Builds credibility with Contracting Officers, program officials, and other stakeholders.
