Job summary

Walter Reed National Military Medical Center (WRNMMC) in Bethesda, MD seeks a Senior Contract Analyst to support federal procurement programs. The role requires deep knowledge of acquisition management, contracting principles (FAR/DFARS) and a track record of delivering complex contracts.

The ideal candidate has a DAWIA Level III (or equivalent), US citizenship, and the ability to obtain favorable security clearance.

Qualifications

  • Bachelor’s or Associates Degree required with 24 semester hours in accounting, business, finance, law, contracts, purchasing, economics, or related fields.
  • DAWIA Contracting Level III certification required or equivalent.
  • U.S. Citizen and able to obtain favorable security adjudication.
  • Shall be able to read, write and speak English.

Responsibilities

  • Provide expertise across all phases of acquisition management.
  • Conduct price and cost analysis to assess reasonableness against RFIs and historical data.
  • Offer expert interpretation and guidance on contracting principles (FAR/DFARS).
  • Collaborate with stakeholders to implement new developments and guidelines.

QUALIFICATIONS :
  • Bachelor’s or Associates Degree.
  • A 4-year course of study leading to a bachelor's degree with a major in any field, that includes or is supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods or organization.
  • At least 10 years direct Federal procurement experience serving as a Federal government and/or contractor employee in the GS-1102 series or equivalent capacity as a contract specialist/administrator or procurement analyst (DoD experience is not required, however preferred) and must be DAWIA Contracting Level III certified (graduate level education may be substituted for years of experience or DAWIA Contracting Level III certification).
  • Drivers License
  • Ability to obtain favorable adjudication for Clearance
  • Shall be able to read, write and speak English.
  • Shall be a U.S. Citizen
CERTIFICATIONS/LICENSURE/REGISTRATION:
  • DAWIA Contracting Level III certified (graduate level education may be substituted for certification)
DUTIES, RESPONSIBILITIES & OTHER QUALIFICATIONS:
  • Exceptional knowledge of all phases of acquisition management.
  • Shall possess outstanding recent operational and managerial resource experience, and a diverse range of subject matter expertise in one or more relevant areas of the acquisition life cycle or program/project functional area, to include: purchasing/procurement, training for staff, research, business process improvement, financial analysis, federal government project or program management, federal statutes and regulations, acquisition or contracting management.
  • Demonstrated record of professional excellence within multiple organizations in challenging management/team lead roles. In-depth understanding of state-of-the-art techniques and best practices.
  • Proficient knowledge of price and cost analysis to review and assess information derived from Requests for Information (RFI) against previous history, actual and estimated expenditures, and established rates to determine price reasonableness.
  • Knowledge of the methods and techniques of fact-finding, analysis, and resolution of complex problems, and the ability to develop concrete action plans to solve problems.
  • Exceptional knowledge of Federal and DoD contracting principles (Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), DoD Directives and Instructions, laws, regulations and procedures.
  • Demonstrated ability to provide expert technical advice, staff coordination and consultation to foster formulating guidelines, implementing new developments, and providing expert interpretation.
  • Other duties as assigned.

The employee is occasionally required to walk, stand for extended periods of time, as well as climb, balance, stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 40pounds. Specific vision abilities required by this job include close vision.
