Job summary

Air Liquide is hiring a Project Construction Sourcing Principal in Phoenix, AZ to lead subcontracting for major projects. You will direct all phases from pre-qualification to close-out, source bidders, and negotiate terms with project teams and legal.

Qualifications

• Bachelor's degree in Supply Chain Management, Engineering, or related field.
• Minimum 5 years of professional experience with contract / subcontracts.
• Experience in engineering/construction subcontracting for oil and gas industry.
• Strong written and verbal skills.
• Willingness to travel and perform site visits up to 25%.
• Strong computing skills and knowledge of core business software incl. Google Workspace.
• Administration and time-management skills.
• Knowledge of report writing, presentation and plan development.

Responsibilities

• Develop and form construction subcontracts as part of the project team.
• Manage all phases of construction subcontracts including pre-qualification, formation, execution, schedule and close-out.
• Create and maintain project subcontract plans.
• Source potential subcontractors and perform bidder qualification using approved systems like Avetta with HSE/QA collaboration.
• Ensure timely technical inputs for subcontract awards from proposals and project teams, minimize post-award changes.
• Prepare RFQs with added value to scope of work and project schedule.
• Review RFQ packages for completeness before issue.
• Receive and analyze proposals; negotiate terms with project and legal teams.
• Lead bid clarifications and negotiations following Air Liquide guidelines.
• Obtain NDAs and MHH agreements as required.
• Conduct pre-award and kick-off meetings.
• Prepare SBAR for management review and approval.
• Execute and formalize subcontracts per DOE guidelines.
• Ensure subcontractor insurance is in place prior to work.
• Maintain formal communications and logs with subcontractors.
• Attend site meetings as required.
• Collaborate to maintain project schedule and budget.
• Review subcontractor reports and issue weekly/monthly updates.
• Oversee Change Order management and risk assessment.
• Monitor invoices and lien releases; support legal if claims arise.
• Close out subcontract files timely; assist critical contract requirements as needed.
