Job summary

Accura Engineering and Consulting Services, Inc. seeks a Senior Construction Representative to manage on-site surveillance and ensure compliance at Fort Buchanan, Puerto Rico. You will prepare daily reports, support changes, and coordinate with government personnel.

Requirements include US citizenship and the ability to pass federal background checks and drug screening. A minimum of 7 years in construction contract administration on large federal projects is expected; RMS 3.0 and three-phase

Qualifications

• Minimum of 7 years in construction contract administration and inspection on large DoD/USACE projects.
• U.S. citizenship and ability to pass a federal background check and drug screen.
• Experience with RMS 3.0 and three-phase inspection process.
• Familiarity with OSHA and EM 385-1-1 USACE Safety Manual preferred.
• Knowledge of relevant construction/building codes (NFPA, IPC, HVAC, etc.).
• Experience with NFPA 101 Life Safety Code; NFPA 70 NEC; IPC; NFPA 13 & 72; ASHRAE/NEBB; Commissioning; IT/Security inspections.
• Specialized skills or codes such as Environmental HAZWOPER preferred.

Responsibilities

• Delivers surveillance reports on all phases of construction for government personnel compliance.
• Supports investigation and preparation of change orders.
• Develops detailed inspection requirements and control methods.
• Observes construction phases for schedules, specs, and shop drawings; identifies issues and potential contract changes.
• Performs daily site inspections and compiles progress, safety, and subcontractor manpower comments.
• Assists in all phases of contract modification process.
• Reviews contractor plans and submittals for approvals, including schedules and safety programs.
• Monitors progress and advises project team of potential delays.
• Performs other duties as assigned.

Education

High School Diploma/GED; Construction-related degree preferred

7+ years construction contract administration/inspection on DoD/USACE

RMS 3.0 experience

Three-phase inspection process

OSHA/EM 385-1-1 knowledge

Knowledge of building codes (NFPA/IPC/ASHE/NEBB etc)

Specialized codes (NFPA 101/70; IPC; NFPA 13/72; ASHRAE/NEBB)

Duties/Responsibilities

• Delivers surveillance reports on all phases of construction for compliance with plans and specifications in respect to workmanship, materials, installation, and construction methods to government personnel.
• Supports investigation and preparation of change orders.
• Develops detailed inspection requirements and control methods.
• Observes and investigates construction phases for compliance with schedules, specifications, and shop drawings. Identifies problems, recommends changes, and assesses the need for contract modifications.
• Performs inspections and completes daily site reports. Include comments and monitoring of progress, work activities, safety issues and subcontractor manpower in the reports.
• Assists in all phases of the contract modification process.
• Reviews and analyzes contractor plans and technical submittals for approval action, including progress schedules, environmental, safety and quality control programs, certifications and shop drawings.
• Monitors scheduled progress of all construction activities and phases of construction and advises the project team of potential delay.
• Performs other duties as assigned.

Education/Experience

• High School Diploma/GED minimum; Construction related degree, preferred
• Minimum of 7 years of applicable experience on construction contract administration and inspection projects on large complex multimillion dollar federal projects, Department of Defense or USACE preferred
• Experience using RMS 3.0, preferred
• Experience with three-phase inspection process
• Experience with OSHA and EM 385-1-1 USACE Safety Manual, preferred
• Experience with relevant construction / building codes is needed.
• The following specialized skills or codes are preferred: Life Safety Code (NFPA 101); National Electric Code (NFPA 70); Plumbing (IPC); Fire Protection Systems (NFPA 13 & 72); HVAC/TAB (ASHRAE/AABC/NEBB); Building Commissioning; Communications & Security (IT, Nurse Call/Code Blue, Imaging & IDS/PACS); Welding Inspection; Painting and Metalizing Inspection; Environmental HAZWOPER
