Job summary

HFS Company is hiring a full-time onsite CQM/QA Representative for a federal construction project at Ft. Detrick, Maryland.

The role provides construction quality management, quality assurance, field inspections, and reporting for Navy Medical Research Command building envelope renewal and repair. The ideal candidate has strong vertical construction experience and familiarity with USACE procedures, safety requirements, and government coordination.

Qualifications

  • Bachelor's degree or equivalent combination of education, technical training, and relevant field experience.
  • Experience with the USACE Three-Phase Inspection Process, U.S. Army Corps of Engineers construction procedures, and USACE EM 385-1-1 safety requirements.
  • Ability to read and interpret construction drawings, specifications, schedules, RFIs, submittals, change documents, and contract requirements.

Responsibilities

  • Provide onsite Construction Quality Management, Quality Assurance, quality control, construction inspection, and field surveillance support for renovation, modernization, building envelope repair, envelope renewal, and related facility work.
  • Review submittals, shop drawings, RFIs/RFCs, schedules, plans, specifications, change orders, claims, requests for equitable adjustment, and technical contract requirements; provide written analysis and recommendations.
  • Support the USACE Three-Phase Inspection Process and perform field surveillance of construction activities, contractor quality control, testing, deficiencies, and work-in-place compliance.
  • Prepare daily reports, weekly reports, meeting summaries, inspection records, inspection and testing checklists, progress photos, safety spot checks, and other required documentation using RMS, Resident Management System, or similar construction management tools.
  • Attend progress meetings, document issues and action items, support punch list development and final inspections, and assist with warranty review, closeout documentation, and as-built drawing reviews.
  • Coordinate professionally with Government representatives, facility staff, designers, contractors, subcontractors, and other project stakeholders.

The ideal candidate brings strong vertical construction experience, USACE quality and safety knowledge, and the ability to coordinate professionally with Government and construction stakeholders.

What You'll Do

What We're Looking For
  • Bachelor's degree or equivalent combination of education, technical training, and relevant field experience.
  • Minimum of 10 years of relevant field experience in building construction, renovation, modernization, repair, or similar vertical construction projects.
  • Experience with the USACE Three-Phase Inspection Process, U.S. Army Corps of Engineers construction procedures, and USACE EM 385-1-1 safety requirements.
  • Ability to read and interpret construction drawings, specifications, schedules, RFIs, submittals, change documents, and contract requirements.
  • Strong written communication skills for reports, inspection notes, meeting summaries, technical comments, and recommendations.
  • Ability to work independently onsite and meet Federal installation access, background investigation, NACI, CAC, HSPD-12, and contractor identification requirements, if required.
  • Valid state-issued driver's license or other state-issued photo identification.
Certifications and Training

Selected candidate must have or be able to obtain the following within 90 days of being onsite: CQM-C certification, OSHA 30-Hour Construction Safety certification, and familiarity with USACE Safety Management System / CE-SOHMS requirements.

Location and Schedule
  • Location: Onsite at Ft. Detrick, Maryland.
  • Project: Navy Medical Research Command Biological Defense Research Directorate Building 8400.
  • Schedule: Monday through Friday, 8 hours per day, excluding Federal holidays or Government facility closures; occasional adjusted hours may be required to support mission operations.
  • Travel is not anticipated.
Preferred Experience
  • Experience supporting USACE, DoD construction, Federal construction, Navy, Army, Air Force, military installation, healthcare, laboratory, research, secure facility, or Government contracting projects.
  • Experience with building envelope repair, envelope renewal, renovation, modernization, occupied-facility coordination, RMS, digital document control, submittal review, RFI review, schedule review, change order review, claims review, and contractor quality control documentation.
Security and Safety Requirements
  • Comply with applicable Federal, state, local, installation, OSHA, and USACE EM 385-1-1 safety requirements.
  • Complete required installation security, anti-terrorism, operations security, and local awareness training.
  • Safeguard Government-furnished property, access credentials, project information, and sensitive data while maintaining professional conduct and contractor identification onsite.
