Job summary

Element Consulting, Inc. seeks a Program Manager to lead complex school construction programs under SEEDS/ELOP for LAUSD, coordinating engineers, architects, and project managers to ensure scope, schedule, and budget compliance.

You will develop funding strategies, analyze budgets, prepare executive reports, and drive process improvements across multiple education projects, with emphasis on grants management and closeout. Extensive construction background required.

Qualifications

  • At least 12 years of full‑time paid professional experience in management and administration of programs and projects.
  • Minimum four years of experience managing programs in a public or educational agency.
  • Preferred experience managing multiple education or public agency programs concurrently.
  • Bachelor’s degree in Architecture, Engineering, or Construction Management, or equivalent combination of education and experience.
  • MUST HAVE CONSTRUCTION EXPERIENCE.

Responsibilities

  • Manage all aspects of project planning and development in programs, including engineering and construction, technical support, bidding strategy, schedules, budget, funding sources and allocations, grants management, prioritization of work, and finalization and closeout.
  • Review, analyze, and interpret complex project design and construction budgets, schedules, and costs to ensure conformance with authorized scope, time, and dollar requirements.
  • Supervise project planners in developing projects’ scope, schedule, and budget, ensuring stakeholder goals and vision are reflected.
  • Develop funding strategies for each project within a program, leveraging state match grants, private grants, and identifying non‑profit partners.
  • Resolve or reduce cost overruns through value engineering.
  • Review project data, develop executive reports for stakeholders, and propose new projects as required.
  • Manage the financial closeout of programs, ensuring project documents and financial reports are finalized in accordance with funding‑source guidelines.
  • Act as liaison, provide necessary documentation for closed‑out projects under litigation, and participate in depositions when necessary.
  • Review and assess program strengths and limitations, making recommendations for improvement, including program reporting and process.
  • Resolve technically complex issues for architects, engineers, and other lower‑level project managers.
  • Coordinate formulation of policies and procedures related to construction programs, including development of funding policies, appropriation requests, and program changes.
  • Coordinate and recommend updates to construction specification guidelines.
  • Engage in community and stakeholder meetings for high‑profile projects, summarize agendas, and prepare progress reports.
  • Participate in job meetings and job walks, reviewing documentation to ensure compliance with program requirements.
  • Maintain lessons learned across programs and provide training to staff for program and project improvements.
  • Mediates conflicts between project staff regarding scope, materials, and other requirements, offering solutions and assisting dispute mediation.
  • Participate in change‑order negotiations and assist with contract review processes.
