Responsibilities

  • Review RFPs and IFBs to determine cost requirements and timely proposals.
  • Develop formats for cost proposals to meet government requirements and prepare spreadsheets.
  • Develop advanced Excel formulas for cost modeling.
  • Produce quantity take-offs from drawings and conceptual designs.
  • Create detailed cost estimates and allocate costs via WBS or similar methods.
  • Participate in strategy sessions and advise on cost strategy and revisions.
  • Perform cost proposal reviews and refine methods for proposal improvements.
  • Prepare cost/pricing presentations for management review.
  • Review bid scope and prepare an all-inclusive estimate package.
  • Develop conceptual estimates from SOWs and prepare scope of work with clarifications.

About this position: Senior Construction Estimator Location – Remote

Wage/Salary Range: $155k - $165K

Applicants will be notified via phone or email within ten (10) business days of submittal.

  • Review Government Requests for Proposals (RFP) and Invitations for Bid (IFB) to determine specific cost requirements ensuring proposals are prepared timely and in accordance with requirements.
  • Develop formats for cost proposal data to comply with Government requirements and prepare spreadsheets using Microsoft Excel or other estimating software.
  • Ability to develop, refine and format advanced formulas in MS Excel.
  • Ability to develop detailed quantity take-offs based on construction drawings and conceptual designs.
  • Develop accurate and detailed cost estimates and be able to distribute specific costs accurately utilizing work breakdown structures or other cost allocation methods.
  • Participate in strategy meetings and provide input on cost related matters as required, including cost strategy for initial proposal and subsequent revisions.
  • Perform cost proposal reviews, evaluating formula integrity and responsiveness to Government RFP, make recommendations on methods, procedures, and techniques for refinement of proposal.
  • Prepare cost/pricing presentations for management as requested/required.
  • Review the scope specified within the RFP from a fully designed bid package and prepare a detailed all-inclusive cost estimate.
  • Review the scope requirements of a conceptual statement of work and prepare a detailed conceptual estimate.
  • Prepare a written scope of work including bid clarifications/assumptions included in the conceptual estimate.
  • Prepare proposal packages and RFQ’s and solicit pricing from multiple subcontractors for each division of work per the RFP requirements.
  • Manage pre-bid RFI’s and field bid questions from potential subcontractors.
  • Review quantities and ensure there is a fair and reasonable representation of scope.
  • Review the material pricing and validate against industry standards.
  • Prepare detailed breakdown of components and elements of estimates for systems and subsystems (Work Breakdown Schedule (WBS))
  • Prepare a construction schedule utilizing both Microsoft Project and Primavera P6 software.

Perform other duties as assigned.

Required (Minimum Necessary) Qualifications

  • Proficiency with e4Clicks and/or large-scale estimating software
  • Prior advanced cost proposal and work breakdown development experience is required.
  • Experience with various contract types including FFP, Design/Build, and Design/Bid/Build Contracts.
  • Ability to write, review and or edit cost narratives as required.
  • Experience with On-screen Take-off or other quantitative software.
  • Demonstrated proficiency utilizing standard MS Office applications (including Excel, PowerPoint, and Online meeting software platforms).
  • Proficient with other industries estimating databases and other estimating data sources.
  • Experience with Adobe Acrobat and/or Bluebeam
  • Experience with Microsoft Project and/or Primavera P6 software.
  • Ability to produce conceptual estimates, detailed estimates and support negotiation efforts related to each proposal.
  • Experience in the generation of cost estimates standard for a General Contractor specializing in federal construction projects.
  • Working knowledge of widely accepted cost estimating methodologies required by owners, consultants and/or contractors.
  • Demonstrated ability to approach technical issues, identify alternative solutions and solve complex problems.
  • Experience with development and publications of basis of estimates to support estimates.
  • Experience creating estimates in response to federal government RFPs, with an emphasis on USACE, is required.

Knowledge, Skills, Abilities, and Other Characteristics

  • Minimum of 10 years of relevant cost estimating experience.
  • Ability to manage the workload include setting priorities and meeting schedules effectively.
  • Ability to communicate effectively, orally and in writing.
  • Comprehensive knowledge of subcontractor/vendor relations and processes.
  • Must be task oriented, self-motivated with the inherent ability to multitask, work under pressure, meet deadlines and work as team member.
  • Familiar with RS Means pricing databases and applicable city cost indices.
  • Must possess outstanding interpersonal skills as well as excellent oral and written communication skills.

Preferred

  • 7 years federal contracting estimating experience to include contracts and subcontracts.

Supervisory Responsibilities

  • This position will not have supervisory responsibilities.

Additional Qualifying Factors
