Job summary

Tecolote Research, Inc. seeks a senior budget analyst to support the 45th Comptroller Squadron at Patrick Space Force Base. The role centers on managing DoW PPBE budgeting, commercial cost estimates, and Indirect Charging Program reconciliation.

Responsibilities include developing budget data across PPBE phases, supporting POM development and Budget Execution Reviews, and coordinating with vendors and federal agencies. A decade of DoW program office experience and a Secret clearance are required.

Qualifications

  • Ten years of DoW Acquisition System Program Office or budget analysis experience, eight years in space programs.
  • Knowledge of the DoW acquisition process including budgeting, programming, execution, and reporting.
  • Experience with launch, range, and satellite acquisition budgeting is highly desirable.
  • Experience with Federal Direct and Indirect Reimbursable Billing procedures is Required
  • Experience with Air Force financial systems (FM-Suite, WAWF, myInvoice, GAFS, MOCAS, PMRT, IDECS, CRIS, PIEE, DEAMS, ADVANA) and Excel/Power BI is desirable.
  • Master’s degree in relevant field is highly desired.
  • Secret Clearance and U.S. citizenship are required.

  • Monitor and report reimbursable billing and outlays from commercial vendors and federal agencies.

Job description

Tecolote Research is seeking a highly skilled professional with excellent analytical and communication skills and strong knowledge/background in the Department of War Planning, Programming, Budgeting, and Execution (PPBE) process to execute the duties of a senior budget analyst supporting the 45th Comptroller Squadron at Patrick Space Force Base. Responsible for the management of commercial cost estimates, industry customer relationships, commercial program financial analysis, and the management/reconciliation of the Indirect Charging Program.

Responsibilities
  • Develop, integrate, and analyze budget data throughout all phases of the Planning, Programming, Budgeting, and Execution (PPBE) process for the Space Access Portfolio Acquisition Executive (PAE) and Space Mobility & Logistics programs.
  • Provide budget expertise and research to support POM development, Budget Execution Reviews, and other financial management reviews.
  • Develop response strategies to mitigate potential budget cuts and support revisions to budget allocations and reprogramming actions.
  • Conduct expert analysis and reconciliation of current, prior, and canceled year funds.
  • Monitor and report on reimbursable bill and outlays from commercial vendors such as launch providers and other Federal Agencies.
Skills Required
  • Minimum ten years of experience in Department of War (DoW) Acquisition System Program Office, Acquisition Financial Management, or Budget Analysis, including at least eight years in a space system program environment.
  • Extensive knowledge of the DoW acquisition process, including budget planning, formulation, programming, execution, justification, reporting, and program documentation development such as Program Management Directives, Program Management Plans, acquisition plans, and requests for proposals.
  • Experience in launch, range, and satellite acquisition and budget planning and execution is highly desirable.
  • Experience with Federal Direct and Indirect Reimbursable Billing procedures is Required
  • Experience with Air Force financial systems: FM-Suite, Wide Area Workflow, myInvoice, GAFS, MOCAS, PMRT, IDECS, CRIS, PIEE, DEAMS, ADVANA, Power BI, and Excel is Highly Desirable
  • Education: Master’s degree in mathematics, business, economics, finance, accounting, engineering, or statistics is highly desired.
  • A minimum of Secret Clearance is required.
  • U.S. citizenship is required.
