Job summary

The City of Portland's Portland Clean Energy Community Benefits Fund (PCEF) seeks a Commercial Buildings Program Manager to lead energy efficiency, rooftop solar, and resilience initiatives for large buildings, with a strong commitment to climate justice.

You will supervise a small team (starting with 3, growing to 4), manage contracts with external partners, oversee grants, and work with multiple city bureaus to deliver equitable program outcomes.

Qualifications

• Experience collaborating with communities of color and people traditionally underrepresented in local decision-making.
• Experience managing direct reports, with ability to provide staff guidance, support, supervision and hold team accountable for deadlines and deliverables.
• Experience managing grants and/or programs focused on energy in large buildings, with knowledge of clean energy technologies and climate justice principles.
• Experience applying relevant code, regulation, permitting requirements, and policies to support program success.
• Experience maintaining effective relationships with internal and external stakeholders and conveying program needs.

Responsibilities

• Direct the development and implementation of programs in your area, including designing program structures, tracking budget and deliverables, and ensuring equitable access to review processes with climate justice considerations.
• Manage a portfolio of grants, ensure compliance with eligible measures, invoicing and reporting from contractors and grantees, and progress toward milestones.
• Supervise, guide, and evaluate the performance of staff, providing clear performance targets and development opportunities.
• Apply regulations and policies through a climate justice lens to support program success.
• Collaborate with PCEF team and external partners to improve outcomes, share best practices, and document lessons learned.
• Represent PCEF at external forums, delivering presentations, case studies, and reports on design successes and lessons learned.
