Job summary

State of Washington Dept. of Transportation seeks two Senior/Specialist Application Developers to lead technical teams and oversee enterprise application development, modernization, and maintenance in cloud and on‑premises environments.

The roles require strategic oversight of design, development, testing, deployment, security, and ongoing maintenance, with a focus on automated deployment via CI and IaC, collaboration across diverse teams, and strong project leadership.

Qualifications

Advanced expertise in the full software development lifecycle across cloud-first, on‑premises and other environments.
Ability to independently develop complex application functionality.
Ability to design maintainable technical solutions and establish development standards.
Experience developing, maintaining, and modernizing software using C# and .NET with Web API/ASP.NET MVC.

Responsibilities

Lead development teams to build, enhance, and maintain enterprise applications and APIs.
Perform analysis of application performance, stability, and security.
Implement technical roadmaps and CI/CD pipelines with IaC practices.
Develop long-range plans with Traffic Office staff to support business needs.
Assist business areas in planning development and maintenance of applications.
Improve application security and ensure compliance with standards.
Collaborate with customers to ensure requirements are met.
Research new technologies and programming languages to accelerate delivery.
Provide technical leadership across all software development activities.
