The Department of Transportation is on the lookout for a Senior Civil Engineer Supervisor (Transportation) to lead a Constructability Review Team comprised of construction supervisors and consultant managers. This role involves overseeing a diverse range of projects, from straightforward to highly intricate, during the design phase. The primary objective is to proactively address and resolve any constructability challenges, utility concerns, and safety issues for both workers and the public. By doing so, the department aims to minimize potential extra costs during construction, avoid delays in the construction schedule caused by design oversights, and prevent disruptions to utility services and public rail transit. Additionally, this position focuses on reducing future maintenance expenses, enhancing the safety of motorists, and ensuring that the final product meets the highest quality standards for both contractors and the traveling public. In this position, you will be responsible for developing, documenting, and executing the District's Constructability and Scheduling program. This involves identifying potential constructability challenges and offering scheduling assistance throughout various design and construction phases, with the goal of pinpointing and implementing solutions that enhance construction efficiency.
You will provide expert technical and engineering advice regarding PennDOT highway and bridge construction practices, including adherence to Publication 408-Construction Special Provisions, Roadway and Bridge Construction Standards, Maintenance and Protection of Traffic Standards, Environmental Best Management Practices, and Americans with Disabilities Act regulations. Your role will also encompass utility procedures and regulations, Critical Path Method schedules, PennDOT plan approval processes, and construction contract administration. You will apply this extensive knowledge while conducting thorough plan reviews for all District projects.
Utilizing civil engineering principles, you will lead a team in assessing all projects during the early design stages to determine the necessary level of constructability analysis, which will vary based on the complexity of each project phase.
To ensure the engineering integrity of all project plans from start to finish, you will create and implement a detailed project constructability timetable.
You will establish constructability review plans for each project, which will include assembling review teams from construction, maintenance, and design, scheduling meetings and field views, documenting concerns and their resolutions, and facilitating effective communication regarding project statuses and best practices among team members and project managers.
Your participation will extend to Engineering and Environmental Scoping Field Views, Design Field Views, regularly scheduled Design Status Meetings, and project Safety Review Committee meetings. Additionally, you will be required to attend and facilitate other project-specific meetings, such as those focused on utility, railroad, and public transit coordination, to effectively address conflicts and ensure successful construction outcomes.
