Job summary

City of Garland seeks a Civil Engineering Manager to lead CIP/Public Works projects in Garland, TX. You will oversee scope, design reviews, contracts, and construction administration to ensure compliance with city codes and standards.

The role requires PE-Civil, ABET degree, and 7 years of municipal project management experience. PMP is preferred and Federal/State funding knowledge is a plus.

Qualifications

• Bachelor of Science in Civil Engineering from ABET accredited school.
• Licensed Professional Engineer - Civil.
• 7 years of experience in management of municipal roadway and drainage projects.

Responsibilities

• Manage CIP/Public Works projects from inception to completion, including scoping, design contract negotiation, design reviews, bidding and construction administration.
• Prepare RFQs, evaluate SOQs, and negotiate/manage contracts with consultants and outside agencies.
• Review engineering studies, reports, and construction plans for conformance with City standards.
• Assist citizens with questions and concerns related to City infrastructure; provide recommendations to Floodplain Administrator.
• Coordinate with City Departments, outside agencies, and utility companies for design and construction of various projects.
• Develop and monitor project scopes, costs, and schedules.
