Job summary

Huska & Horgan Engineering, LLC in Washington, DC, seeks a Senior Civil Engineer, PE, to run land development projects at a small, profitable firm. You’ll sign and seal your own work and own scope, schedule, fee and client from proposal through permit.

Base salary is $130,000 to $150,000 with upside as you build your own book. In person at 1050 30th St NW, then up to three days remote; you should live in the greater DC area. The firm has completed over 1,250 site civil projects since 2016.

Qualifications

  • Active PE license; DC license helpful but not required
  • Experience as the responsible engineer owning fee and schedule
  • Direct client management from proposal to permit
  • At least one project that went sideways and actions taken
  • Experience obtaining DC-area permit approvals and dealing with agencies
  • Fluency in site civil design and AutoCAD plan production, including hydrologic/hydraulic modeling
  • Ability to run multiple projects without a CAD department or admin support
  • Based in the greater Washington, DC area

Responsibilities

  • Manage 8–10 small to mid-size projects simultaneously, each with its own client and permit clock
  • Scope and price jobs, and manage the client, architect and contractor directly
  • Run site design and plan production in AutoCAD: grading, stormwater management, utility design, erosion and sediment control
  • Prepare hydrologic and hydraulic models, basis of design reports and agency comment response letters
  • Get plans through DCRA, DOEE, DC Water and DDOT public space, and Virginia/Maryland equivalents
  • Sign and seal drawings, visit sites and support construction after permit issuance
  • Mentor the Civil Engineer hired alongside you

Senior Civil Engineer, PE

Huska & Horgan Engineering, LLC | Washington, D.C. | $130,000 to $150,000 per year | Full time | In person to start, then up to three days a week remote

Senior civil engineer, PE, $130,000 to $150,000, running your own land development projects at a six person firm in Washington, D.C., with a real path to owning part of the company. You'd sign and seal your own work and own scope, schedule, fee and client from proposal through permit.

Huska & Horgan has completed more than 1,250 site civil projects across Washington DC, Northern Virginia and Maryland since 2016 and is profitable. The base is likely close to what you make now at a large firm. The reason to move is what sits on top of it.

What you'll do
  • Carry eight to ten small and mid size projects at once, each with its own client and its own permit clock
  • Scope and price jobs, and manage the client, architect and contractor directly. There's no business development or account layer.
  • Run site design and plan production in AutoCAD: grading, stormwater management, utility design, erosion and sediment control
  • Prepare hydrologic and hydraulic models, basis of design reports and agency comment response letters
  • Get plans through DCRA, DOEE, DC Water and DDOT public space, and the Virginia and Maryland equivalents
  • Sign and seal your own drawings, visit sites and support construction after permit issuance
  • Mentor the Civil Engineer being hired alongside you, who will work under you
What we're looking for
  • An active PE license. Any state works. A D.C. license helps but isn't something you need walking in, and the firm will support you in getting it. If you're close to licensure, we still want to hear from you.
  • Projects where you held the fee and the schedule as the responsible engineer
  • Clients you personally managed, from proposal to permit
  • At least one job that went sideways, and what you did about it
  • Experience getting approvals out of D.C. area review agencies. D.C. permitting is slow and difficult and most firms avoid it.
  • Fluency in site civil design and AutoCAD plan production, including hydrologic and hydraulic modeling
  • The ability to run several jobs at once without a CAD department, a permitting specialist or admin support
  • Based in the greater Washington, D.C. area, since the clients and the sites are here

Huska & Horgan Engineering, LLC does site civil and land development across Washington, D.C., Northern Virginia and Maryland. Founded 2016, headquartered at 1050 30th St NW. Six people, two licensed principals, nine municipalities, 1,250+ projects.

Average project fee is around $10,000. The mix runs from single family additions and high end custom homes to townhome developments, Section 8 housing and small commercial and retail.

Most firms in the region won't take jobs that small, and most won't pull permits in D.C. Huska & Horgan does both; by its own count only about four firms in the region do.

The firm went from nine people to six in 2025 when tariff uncertainty put roughly 30 booked jobs on hold. Work has come back faster than the team can take it, so the firm is hiring two engineers at once, this role and the Civil Engineer under you.
