Job summary

Huska & Horgan Engineering, LLC in Washington, DC is seeking an entry-level civil engineer to design site layouts and grading for residential and small commercial projects in DC, VA, and MD. You will work under licensed PEs and gain hands-on experience on real projects within weeks.

The role covers grading, stormwater, utilities design, and producing plans in AutoCAD with supporting calculations in Excel. EIT/FE licensure path is supported; remote work is limited to hybrid after onboarding.

Qualifications

  • A civil engineering degree, finished or close to it.
  • The FE exam passed, or in your plans. Licensure is the target.

  • Design stormwater management facilities and erosion and sediment control plans.
  • Lay out and size wet utilities.
  • Build hydrologic and hydraulic models and write the reports that go with them.
  • Produce plans and details in AutoCAD, with calculations and basis of design reports in Excel and Word.
  • Draft responses to review comments from DCRA, DOEE, DC Water, DDOT and equivalents in VA/MD.
  • Go on site visits and see what your drawings turn into.
  • Ask a licensed engineer when you're stuck; supervision is close and expectations are direct.

Entry Level Civil Engineer

Entry level civil engineer, $78,000 to $90,000, doing real grading, stormwater management and utility design on permitted projects in your first year. Huska & Horgan is a six person site civil and land development firm in Washington, D.C. that has completed more than 1,250 projects since 2016.

You'd work directly under licensed PEs. There's no CAD department here and no year of shadowing, so you'll be drawing on a live project within a few weeks of starting. If you want your EIT experience to cover the full range of site design instead of one sheet type, this is that job.

What you'll do
  • Design site layout and grading for residential and small commercial sites in Washington DC, Northern Virginia and Maryland

What we're looking for
  • A civil engineering degree, finished or close to it
  • The FE exam passed, or in your plans. Licensure is where this seat is headed, and we'll help you get there.
  • AutoCAD ability you can show us, from coursework or an internship. Civil 3D is a plus.
  • An internship or co-op where you contributed to a real deliverable, and you can tell us what you personally did on it
  • Some exposure to grading, stormwater, utilities or plan production. That counts for more than GPA.
  • A record of doing more than the minimum: working through school, something you built or ran on your own, a pursuit you stuck with for years
  • Based in the greater Washington, D.C. area, or heading here, since the work is local. D.C. permitting knowledge takes years to earn and it's the core of what the firm sells.

About Huska & Horgan

Huska & Horgan Engineering, LLC is a site civil and land development firm at 1050 30th St NW in Washington, D.C. Six people, two of them licensed principals, more than 30 years of combined experience, nine municipalities served. Services run from civil engineering and site development through stormwater design, land surveying, arborist and environmental services, construction documents and permit acquisition.

The projects are small. Single family additions, high end custom homes, townhome developments, Section 8 housing, small commercial and retail, with an average fee around $10,000.

Most firms won't staff jobs that size, and most won't pull permits in D.C. because the process is slow and difficult. Huska & Horgan does both.

Work is coming back faster than six people can carry, so this is a new position. The firm was nine before a slow 2025 and is building back from six.

There is no CAD department, no permitting specialist and no admin support. You'll draw your own sheets and track your own permit applications.
