Job description

Civil Engineer

Huska & Horgan Engineering, LLC | Washington, D.C. | $110,000 to $130,000 per year | Full time | In person to start, hybrid after

Civil engineer, $110,000 to $130,000, carrying land development sites from concept through permitted set at a six person firm in Washington, D.C. You'd draw your own grading, stormwater management, utility and erosion and sediment control plans in AutoCAD, and answer the agency comments yourself.

Huska & Horgan has completed more than 1,250 projects across Washington DC, Northern Virginia and Maryland since 2016. There's no CAD department, no permitting specialist and no admin support, so the engineer who designs the site is the one who gets it permitted. This role is built for an EIT who wants the PE, then project management, and then a real shot at owning part of the firm.

What you'll do
  • Handle the full site design: layout and grading, stormwater management design, wet utility layout and sizing, and erosion and sediment control
  • Produce the plan sets and details yourself in AutoCAD
  • Build hydrologic and hydraulic models and write the reports and basis of design narratives behind them
  • Write comment response letters to DCRA, DOEE, DC Water, DDOT public space and their Virginia and Maryland counterparts, and carry the review cycles
  • Talk directly with clients, architects and contractors. There's no account layer between you and them.
  • Go on site visits and support construction after the permit is issued
  • Work under two licensed PEs across single family additions, custom homes, townhome developments, Section 8 housing, small commercial and retail
What we're looking for

We're mostly interested in what you've already produced.

  • Grading, stormwater, utility and erosion and sediment control plans you drew yourself, ideally at least one set carried from concept through issued permit
  • Agency review comments you answered in your own words, on cycles you personally carried
  • Hydrologic and hydraulic models and reports whose inputs you can defendStrong AutoCAD plan production skills. Civil 3D experience helps.
  • EIT certification, or progress toward it, with the PE exam in your sights. This seat is set up to get you licensed and running projects.
  • Hands-on permitting experience in Washington DC, Northern Virginia or Maryland. It shortens your ramp by about a year, and we'll teach it if you don't have it.
  • Comfort working without a CAD department or admin support. You draw it, you track it, you answer for it.
  • Based in the greater Washington, D.C. area, or planning to be. The work is local.
What we offer
  • Base salary of $110,000 to $130,000
  • Once you're licensed and the primary engineer on your own projects, there's real money on top of the base tied to how that work does, and a genuine route to ownership after that
  • Medical, dental and vision, group life insurance, short and long term disability, paid holidays, PTO that grows with tenure, and a 401(k) with employer match
  • In person at the office for an initial training period, then a hybrid schedule. Flexibility grows with what you can run on your own.

We'd rather explain how the upside and the ownership piece work in a conversation than in a job ad, so ask.

About Huska & Horgan

Huska & Horgan Engineering, LLC is a site civil and land development firm headquartered at 1050 30th St NW in Washington, D.C., working across the District, Northern Virginia and Maryland. Founded 2016. Six people, two licensed principals, more than 30 years of combined experience, nine municipalities served, 1,250+ projects.

Average project fee is around $10,000. Most firms in this region won't staff jobs that size, and most won't pull permits in D.C., where the process is slow and frustrating. Huska & Horgan does both.

The firm went from nine people to six during a slow 2025, and work has since come back faster than six people can carry, so this is a new seat.
