Qualifications

  • Six years of civil engineering experience in the appropriate specialty and an Engineer-in-Training certificate issued by the PA State Registration Board; or
  • Five years of civil engineering experience in the appropriate specialty with an Engineer-in-Training certificate and an associate’s degree in civil engineering technology or related field; or
  • Two years of professional civil engineering experience with a bachelor’s degree in civil engineering or related field.

Responsibilities

  • Create training plans, materials, and deliver instruction for conservation district staff
  • Provide detailed answers to program questions from districts, regional offices, entities, and the public
  • Review erosion and sediment control and post-construction stormwater plans and offer recommendations
  • Coordinate with conservation districts to support consistent permit reviews
  • Analyze hydrologic/hydraulic computations, design specs, and BMPs for compliance
  • Assist with outreach, guidance development, data accuracy, and statewide program improvement

This position provides advanced engineering guidance and technical expertise that supports statewide construction stormwater permitting activities. You will help conservation districts and regional offices ensure compliance, strengthen program knowledge, and improve environmental outcomes. As a Senior Civil Engineer (General), you will perform the following duties:

  • Training Development: Create training plans, build materials, and deliver instruction for conservation district staff
  • Technical Guidance: Provide detailed answers to program questions from conservation districts, regional offices, regulated entities, and the public
  • Plan Evaluation: Review erosion and sediment control and post construction stormwater management plans and offer recommendations
  • Interagency Coordination: Work with delegated conservation districts to support consistent and accurate permit reviews
  • Engineering Reviews: Analyze hydrologic and hydraulic computations, design specifications, and best management practices for compliance
  • Program Support: Assist with outreach sessions, guidance development, data accuracy, and statewide program improvement

Work Schedule and Additional Information:
  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • Periodic travel for training
  • Telework: You may have the opportunity to work from home (telework) full-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Altoona (subject to change depending on the selected candidate). The ability to telework is subject to change at any time. Additional details may be provided during the interview.
  • Salary: Selected candidates who are new to employment with the Commonwealth of Pennsylvania will begin employment at the starting annual salary of $80,646.00 (before taxes).

QUALIFICATIONS
Minimum Experience and Training Requirements:
  • Six years of civil engineering experience in the appropriate specialty and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; or
  • Five years of civil engineering experience in the appropriate specialty; and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; and an associate’s degree in civil engineering technology or a closely related engineering discipline; or
  • Two years of professional civil engineering experience in the appropriate specialty, and a bachelor’s degree in civil engineering or a closely related engineering discipline.
Special Requirements:
  • This position requires possession of a valid driver’s license.
