THE POSITION

As a Civil Engineer (General) with the Department of Environmental Protection, you will review mining plans, assess potential impacts, and help ensure compliance with state laws. Your decisions will help keep communities safe while also supporting responsible resource use. This position is ideal for someone who enjoys detailed analysis and meaningful results.

DESCRIPTION OF WORK

This role focuses on reviewing mining applications and engineering plans to ensure safe and environmentally responsible operations. You will evaluate designs, analyze impacts, and help make decisions that support public safety and environmental protection. As a Civil Engineer (General), you will perform the following duties:

  • Permit Review: Evaluate mining permit applications for compliance with laws and engineering standards
  • Engineering Analysis: Assess technical plans including drainage systems, stability reports, and reclamation designs
  • Subsidence Evaluation: Review subsidence control plans and analyze measures used to prevent structural damage
  • Field Coordination: Participate in site reviews and collaborate with inspectors and partner agencies
  • Technical Guidance: Provide engineering support to staff, consultants, and other agencies when issues arise
  • Project Recommendations: Prepare decisions and recommendations based on engineering judgment and regulatory requirements

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Coal Center. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
  • Salary:Selected candidates who are new to employment with the Commonwealth of Pennsylvania will begin employment at the starting annual salary of $73,859.00 (before taxes).

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Five years of civil engineering experience in the appropriate specialty, and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; or
  • Successful completion of the Civil Engineer Trainee training program (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Four years of civil engineering experience in the appropriate specialty, and an engineer-in-training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists, and an associate's degree in civil engineering technology or a closely related engineering discipline; or
  • One year of civil engineering experience in the appropriate specialty, and a bachelor's degree in civil engineering or a closely related engineering discipline.

Special Requirement:

  • This position requires possession of a valid driver's license.
