Summary of Duties and Responsibilities

This is a professional public works engineer position with primary work assignments focused to provide complex turnkey project management, including securing grants and funding, fiscal management, planning, team coordination, public involvement, design and construction management, and planning monitoring and maintenance activities. Incumbents provide lead and technical civil engineer support to other workers and departments Tribal wide. Must show the highest professional standards and promotes a positive image of the Tribe and its administration at all times. Must have strong customer service skills and the ability to defuse tense situations while maintaining a professional demeanor. Must be culturally sensitive to a diverse customer population and able to interact tactfully and positively with Tribal members, all levels of tribal staff and management. Perform other duties as assigned to promote the efficiency and effectiveness of the department.

  1. Complete complex civil engineering design and project management duties as it relates to all facets of civil engineering land development/design.
  2. Must be able to manage civil engineering land development designs from the planning, zoning, and permitting stages through the completion of full sets of site/construction plans.
  3. Must make well-informed design decisions based on their knowledge of civil engineering concepts and locality requirements.
  4. Ensure the quality of all work completed through QA/QC reviews of all project work produced.
  5. Present projects to clients, local jurisdictions/governments, and the public at formal and informal meetings/events.
  6. Daily coordination with internal and external engineers, architects, clients, etc.
ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Must support the Coeur d’Alene Tribe’s vision, mission, and core values per Coeur d’Alene Tribal Resolution 015(2020).
  2. Must comply with all other Health policies established by the Tribe or department.
  3. No offenses related to dishonesty or theft.
  4. Serves as project manager in the most complex capital improvement projects, including reviewing drawings, specifications, schedules, minutes, invoices, and related items; participates in the selection and specifications, studies, and reports; monitors work in progress to ensure compliance; maintains records of approved projects.
  5. Responds to a variety of inquiries, concerns, and/or complaints from Tribal staff, developers, consultants, contractors, and/or the general public related to projects and activities within assigned area of responsibility.
  6. Prepares, reviews, and analyzes a variety of correspondence, technical documentation, studies, and/or reports related to applicable projects.
  7. May assign routine work, research, design, and drafting tasks to technical subordinates; reviews completed work; assists in the solution of difficult problems.
  8. Administers contracts for construction projects; manages contracting activities, consulting engineers, architects, contractors, and/or other professional groups or individuals to facilitate project implementation, progress, and completion.
  9. Cultivate inclusive and respectful working relationships that support a sense of belonging for all employees and community members.
  10. Maintains regular attendance and punctuality.
  11. Performs other duties of a similar nature or level.
QUALIFICATIONS

Knowledge of:
  1. Principles and practices of capital improvement projects, including new streets and sidewalk installations, fiber optics, traffic control, landscaping and lighting, and flood drainage.
  2. Theory, principles, and practices of civil engineering design and construction; principles and techniques of management and supervision, including goals and objectives development and work planning and organization.
  3. Principles and practices of contract administration and project management and evaluation.
  4. Principles, modern techniques, and equipment used in design, construction, and maintenance of various projects.
  5. Strength, properties, and uses of construction materials.
  6. Legal guidelines for public works engineering.
  7. Grant funding application and administration.
  8. Construction materials, principles, and practices.
  9. Advanced mathematical principles.
  10. Applicable Federal, State, and local laws, codes, guidelines, rules, and regulations.
Skill in:
  1. Using a computer and related software applications.
Ability to:
  1. Perform complex mathematical calculations.
  2. Organize, evaluate and comprehend technical data.
  3. Analyze problems and make appropriate recommendations.
  4. Prepare construction-related drawings.
  5. Interpret and analyze engineering plans.
  6. Plan, organize, supervise, review, and evaluate the work of professionals and technical engineering personnel.
  7. Communicate and use interpersonal skills to interact with coworkers, supervisor, the general public, etc., to sufficiently exchange or convey information and to receive work direction.
EDUCATION and/or EXPERIENCE

Bachelor's Degree in Engineering and two years of related civil engineering experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. Additional education cannot be substituted for experience.

CERTIFICATIONS, LICENSES, REGISTRATIONS

Must have at time of hire and be able to maintain a State of Idaho Professional Civil Engineer License (PE) or an equivalency through state reciprocity.
