The City of Salinas offers a HIRING INCENTIVE BONUS of $20,000 for newly hired Senior Civil Engineers. The bonus will be paid in four installments: $5,000 upon hiring, $5,000 after six months, and $5,000 on the first and second anniversaries of employment. Candidates must become registered Civil Engineers in California within one year of hire.

An additional Educational Achievement premium of 2.5% is paid for a Bachelor's degree, plus another 2.5% for a relevant graduate degree. Click here for a complete list of benefits.

We seek experienced Senior Civil Engineers to manage, coordinate, and oversee the development engineering, engineering services, or water, waste, and energy divisions within the Public Works Department. Summary of Duties : Under general supervision, organizes, directs, manages, and coordinates an Engineering Division in the Public Works Department, including overseeing complex professional field and office engineering activities.

Distinguishing characteristics include high experience and expertise, performing complex, non-routine, managerial tasks with minimal supervision, and handling personnel, policy, and procedural development.

Supervision : Receives general direction from the Department Director or designee and exercises supervision over professional and technical staff.

Essential Job Functions :

  1. Oversees and directs all division work, including planning, permitting, surveying, design, construction, and inspection of city infrastructure projects.
  2. Plans, assigns, reviews, and delegates work to engineering staff, consultants, inspectors, and contractors; attends meetings, manages schedules, and performs site visits.
  3. Prepares and delivers presentations to City Council, commissions, and other boards.
  4. Participates in budget planning, reviews plans and estimates, land surveys, and related documents to align with financial goals.
  5. Supervises division employees, provides guidance, training, and evaluations.
  6. Engages in meetings and conferences, representing the City with external agencies and promoting professional standards.
  7. Handles inquiries from the public, permit applicants, engineers, vendors, and other departments, ensuring accurate documentation.
  8. Develops and implements division policies, procedures, and standards; promotes safety and aligns work with city goals.
  9. Performs other duties as assigned.

When Assigned to Development Engineering :

  • Oversees private development plan review and inspection, including NPDES permit compliance.
  • Issues and inspects encroachment permits.
  • Assists with floodplain management and FEMA compliance.
  • Supports planning applications, reviews development proposals, and manages addressing databases.

When Assigned to Water, Solid Waste & Energy :

  • Supports water projects and manages solid waste and recycling programs.
  • Oversees stormwater permit compliance and sustainability programs.
  • Prepares grant applications and manages project budgets.

When Assigned to Engineering Services :

  • Manages the Capital Improvement Program and oversees design projects.
  • Supervises inspectors and consultants, prepares grant applications, and manages bid processes.

Typical Decisions : Daily management, oversight, and operational decisions regarding the division, personnel, and work delegation, with limited supervision.

Minimum Qualifications :

Knowledge of :

  • Civil engineering principles, traffic engineering, surveying, construction management, and stormwater mitigation.
  • Employee supervision, project management, regulations, permitting, budgeting, and software literacy.

Skills in :

  • Planning, organizing, prioritizing, delegation, evaluation, public speaking, communication, and staff management.

Education : Bachelor's Degree in Civil Engineering.

Experience : Five years of progressive supervisory and professional civil engineering experience.

Licenses and Certifications : Valid California Driver's License; must become a registered Civil Engineer in California within one year; SWPPP Developer (QSD) preferred.

Additional Information : Physical and mental stamina, outdoor work conditions, and travel requirements. Must complete SB 1343 Sexual Harassment Prevention Training within six months of appointment. The statements describe general duties and are not exhaustive.
