The Civil & Environmental Engineering unit within the Engineering/Architecture Design Division, located at 4 World Trade Center, serves a unique role within the Port Authority by providing engineering planning and design services throughout the Agency with close coordination with external stakeholders, including Federal, State, and local transportation and regulatory agencies.

The Civil & Environmental Engineering unit within the Engineering/Architecture Design Division, located at 4 World Trade Center, serves a unique role within the Port Authority by providing engineering planning and design services throughout the Agency with close coordination with external stakeholders, including Federal, State, and local transportation and regulatory agencies.

The Senior Civil Engineer (NRY 3) will be responsible for providing Engineering design services for complex projects. Technical areas include one or more of the following civil subsets: highway/roadway design, site design, hydraulic modeling, stormwater management, utilities, airside design, passenger rail or freight rail design. The Senior Civil Engineer will prepare reports, design documents, and drawings in AutoCAD. The Senior Civil Engineer will serve as technical lead on assigned projects. The successful candidate will apply working knowledge of AASHTO, NJDEP/NYDEC stormwater, AREMA, FAA and/or similar standards or guidelines.

Responsibilities
  • Produce quality civil engineering design services conforming to applicable design standards, guidelines and codes.
  • Prepare contract documents consisting of drawings, technical specifications and construction cost estimates. Produce biddable and constructible contract drawings meeting the scope.
  • Prepare the civil engineering scope of work and budget for projects or studies.
  • Provide guidance and direction to junior staff in engineering design approach and civil infrastructure.
  • Perform site inspections at the Agency’s facilities.
  • Prepare RFP scope of work and independent staff cost estimate for professional Engineering services to be performed by a consultant
  • Development of preliminary conceptual design work and planning for Capital Projects and Major Work Programs. Providing the client departments with design alternatives and associated costs, for future planning and funding of projects.
  • Overseeing design team including consultant engineers, junior engineers and CAD personnel in the preparation of engineering drawings.
Minimum Qualifications
  • Bachelor's Degree in Civil Engineering from an ABET accredited engineering college or university.
  • Minimum of eight (8) years of professional engineering experience in design for civil infrastructure. including any of the following: airfields, stormwater and sanitary sewer collection systems, water distribution systems, roadway design, pavements, or trackwork
  • Working knowledge in Civil 3D software application
  • Proven ability to lead, manage, and prioritize multi-disciplinary engineering assignments
  • Demonstrated experience in problem solving, negotiations and conflict resolution to effectively reach sound conclusions and recommendations.
  • Effective verbal and written communication skills.
  • Excellent organizational skills with the ability to prioritize and work efficiently and independently
  • Demonstrated experience in leading project teams in the preparation of engineering designs, including preparation of proposals, design coordination, schedule reporting, budget reporting and briefing senior staff.
  • Experience in preparing scope of work and design criteria for all projects involving consultants and auditing of consultants’ design and progress.
  • Professional Engineer’s License in the State of New York or the State of New Jersey.
  • Valid driver's license.
Desired Qualifications
  • Master’s Degree in Civil Engineering from an ABET-accredited engineering college or university.
  • Working knowledge of guidelines and standards such as, but not limited to, FAA circulars, AASHTO or AREMA
  • Proven ability to lead, manage, and prioritize multiple assignments across multiple disciplines.
  • Excellent organizational skills with the ability to work independently and prioritize as required.
  • Proficiency in preparing contract documents, drawings and technical specifications.
  • Excellent presentation and written communication skills.
  • Proficient in the use of software applications Microsoft Excel, Word, and PowerPoint
  • Proficiency in performing civil calculations for large-scale projects.

The Port Authority of New York and New Jersey anticipates that the actual salary offered to a successful candidate will depend on aspects such as experience, knowledge, skills, abilities, and internal factors. The expected compensation range for this role is:
Minimum: $100,256 Midpoint: $130,318 Maximum: $160,394

In accordance with Port Authority policy, this position permits employees to work remotely a maximum of one day per week. In-person collaboration is essential to how the Port Authority conducts business, and regular in-office days or team collaboration days may be required based on business needs.
