Job Description
Dynamo Technologies is seeking a Senior Change Management Contractor to support the Procurement Integrated Enterprise Environment (PIEE), a large-scale procure‑to‑pay ecosystem used across all Military Services and the 4th Estate. PIEE processes millions of transactions and billions of dollars annually, serving as a critical enabler of defense acquisition efficiency and financial auditability. In this role, you will act as the senior advisor to the government for organizational change and user adoption across the enterprise. This is not a transactional change management position—you will actively drive transformation, build alignment across leadership, and increase adoption across a highly complex, matrixed stakeholder environment. You will operate within a geographically dispersed team of government and contractor personnel at all levels, serving as a key connector between strategy and execution. Success requires exceptional communication skills, the ability to influence and unify leadership perspectives, and a strong capability to translate technical and operational requirements into clear, compelling narratives that drive engagement.
Duties / Responsibilities
- Strategic Leadership and Change Execution
- Develop and maintain core program Organizational Change Management (OCM) artifacts to ensure standardized change management practices.
- Manage and oversee all change management and transition efforts for the PIEE PMO. Take project plans and transform them into a compelling vision that motivates action, drives long‑term user adoption, and provides an actionable roadmap for the future.
- Oversee end‑to‑end implementation of new initiatives using agile methods. Conduct formal change impact analyses to understand how new initiatives will disrupt current workflows, mitigating risks prior to launch.
- Map the employee experience through the transition, identifying friction points and creating targeted interventions to smooth the adoption lifecycle.
- Lead collaboration efforts across PIEE PMO teams. Ensure transition milestones are consistently met while working independently or guiding the strategic direction of communications.
- Prepare and deliver briefings, status updates, and recommendations.
- Internal Marketing and Creative Communications
- Design and launch engaging internal campaigns to promote PIEE.
- Demonstrate exceptional writing skills with the ability to pivot seamlessly between formal technical documentation and punch‑y, marketing‑style copy that answers “What’s in it for me?” for the workforce.
- Develop or utilize design tools to create a cohesive visual identity and high‑impact visual assets for all change initiatives.
- Leverage modern internal communication platforms and automation tools to effectively distribute message and drive active engagement.
- Analytics, Resistance Management, and Influence
- Coach leaders on becoming effective, highly visible “spokespeople” for change, arming them with high‑impact communication materials and talking points.
- Identify potential areas of pushback and develop proactive engagement strategies to convert critics into early adopters during restructuring or tech shifts.
- Track behavioral adoption and communication engagement to gauge workforce interest.
Required Skills and Abilities
- Relevant certification from a nationally recognized technical authority (or ability to obtain/maintain as required).
- DoD Approved 8570 Baseline Certification: Category IAM Level II.
- Formal OCM certification such as Prosci Certified Change Practitioner or Certified Change Management Professional (CCMP).
- Demonstrated experience executing OCM strategies within the Department of Defense (DoD) or Department of War (DoW).
- Familiarity with the Defense Acquisition System (DAS) and DoD enterprise procurement systems.
- Experience with the Procurement Integrated Enterprise Environment (PIEE).
- Ability to operate independently and show initiative in fast‑paced environments with shifting priorities.
- Demonstrated ability to lead and manage enterprise‑level change initiatives in complex, matrixed, mission‑driven environments.
- Must be a U.S. Citizen.

- Strong leadership, facilitation, and stakeholder engagement skills.
- Exceptional written and verbal communication skills, including executive‑level briefing experience.
- Experience developing and executing strategic communications, internal marketing campaigns, and user adoption initiatives.
- Knowledge of agile methodologies and workforce engagement strategies.
- Experience with enterprise communication platforms supporting large‑scale user adoption efforts.
- Experience using analytics and performance metrics to measure organizational change adoption and communication effectiveness.
- Additional experience supporting DoD enterprise systems and acquisition modernization efforts.
Education and Experience
- Bachelor’s degree and five (5) years of relevant experience.
Travel Requirement
- Contractor personnel shall not be reimbursed for local travel within a fifty‑mile radius from the primary place of performance.
- Potential for up to ten percent travel.
Clearance Requirement
- Must possess an IT‑II security clearance or a Secret Security Clearance.
Salary
- 90‑100k dependent upon experience and qualifications.
