Job summary

Parsons in New York is seeking a Project Manager – CBTC / Car Systems to lead owner-side delivery of carborne train control and car-systems programs for major transit agencies in the New York region. You will manage scope, schedule, budget, and safety testing from design review through revenue service, coordinating with CBTC suppliers and railcar manufacturers to ensure successful integration.

This role requires strong communication, field flexibility, and experience with CBTC implementations

Qualifications

• Bachelor's degree in Electrical Engineering or related field.
• 10+ years in rail transit systems with 5+ years CBTC/train control.
• Hands-on CBTC installation, PICO, testing, and commissioning on heavy-rail fleets.
• Experience overseeing CBTC contractors on owner-side or PMC/CM assignments.

Responsibilities

• Manage delivery of carborne CBTC and car-systems contracts, including scope, schedule, staff, budget, risk, and the client relationship.
• Serve as the owner's main point of contact for field activities. Coordinate test-track and mainline work, track access, and service diversions with operations, car equipment, and labor support groups.
• Oversee testing and commissioning activities to reach revenue service, including PICO, FAT, IPT, and safety testing.
• Track CBTC software releases through development, validation, and safety validation; support safety certifications.
• Review contractor submittals, test procedures, and correspondence for compliance with specifications.
• Lead technical meetings with CBTC suppliers and railcar builders to resolve interface issues and reliability concerns.
• Prepare scopes, RFPs, and ROM estimates for additional work orders; participate in change negotiations.
• Review and approve payment milestones as Resident Engineer when required; prepare status reports.
• Maintain risk registers and closeout of punch lists and contract deliverables.
• Supervise inspectors and engineers; mentor project staff.
• Support business development and proposals for CBTC and onboard systems.
