Job Overview

Provide project management and oversight of all capital improvement construction projects.

Compensation

Salary within the posted range is determined by education level and/or years of experience. Generally hired in the lower third of the scale.

Minimum Requirements

• Bachelor's degree in Architecture, Engineering, Construction Management, or a related field.
• Minimum five years of concurrent experience in the commercial building and construction industry overseeing small (tenant fit-out) through large-scale building projects.
• Thorough knowledge of modern construction management techniques and strong ability to interact professionally with architects, engineers, contractors, and public regulatory agencies.
• Experience leading capital project management as owner’s representative or internal/campus project manager, including budgeting, planning, and construction/renovation management.
• Proven track record of managing projects completed on schedule and within budget.
• Proficiency with computerized project scheduling software, Microsoft Office, and CAD programs.
• Valid driver’s license with a clean driving record.
• Knowledge of procurement and administration of public-sector building and construction projects preferred.
• Experience with environmental and sustainability principles, best practices, and laws/regulations such as LEED Green Building Rating Systems preferred.
• Strong interpersonal skills, diplomacy, flexibility, and excellent writing and proofreading skills.

Essential Duties

• Facilitate, coordinate, and guide projects through the review and approval process.
• Manage project teams to assure consistency and conformance to negotiated time schedules.
• Ensure compliance with project-specific program requirements.
• Prepare project reports, as required.
• Define scope, goals and deliverables that support the College’s goals in collaboration with senior management.
• Serve as Owner’s representative between client, consultants and contractors during construction.
• Schedule, supervise, train and evaluate assigned staff, as required.
• Monitor budget and may coordinate purchasing and approve expenditures.

Position Specific Essential Duties

• Manage capital project planning, budgeting, design, consultant and contractor selection, pre-construction, bidding, agency approvals, construction management, quality assurance, and project turnover.
• Provide technical expertise and perform research pertaining to project specifications, construction methods, and materials; conduct feasibility analyses and cost estimating.
• Coordinate activities on assigned projects performed by staff, contractors, consultants, and vendors; prepare, review, track, process, and manage project documentation.
• Report to senior department leadership regarding deviations from schedule, implementation, coordination, and cost concerns.
• Monitor work for compliance with codes, industry standards, best practices, college standards, and contract requirements; initiate corrective actions to manage budget, schedule, quality and expectations.
• Manage multiple contractors and vendors, including solicitation and review of proposals; write RFQs and RFPs and administer those processes.
• Coordinate project activities with college departments, administrators, and stakeholders to ensure timely progress with minimal impact to operations.
• Collaborate with department leadership to provide direction, supervision, and developmental input for staff and their projects.
• Assist Senior Director in development, publishing, and implementation of the college master plan.
• Research, prepare, and present reports and presentations as requested.
• Provide technical service and advice to staff and other departments as appropriate.
• Participate in department and college activities and meetings.
• Ability to periodically work extended hours, weekends, and holidays and respond to emergency calls after hours.
