Job summary

Luster National is seeking a Performance Management Lead to support large rail and transit capital programs and other heavy infrastructure projects. You will steward the program capital baseline and integrate cost, schedule, and risk information to assess performance and inform leadership decisions.

This long‑term, full‑time role can be on‑site or hybrid in Sacramento, CA. You will collaborate across cost, schedule, and risk functions, develop baselines, budgets, and forecasts, and drive

Qualifications

• Bachelor's degree in a related field or equivalent experience.
• 10+ years of experience in program controls or performance management for large rail/transit programs.
• Strong knowledge of cost, schedule, risk, and baseline governance.
• Experience integrating cost, schedule, and risk data for performance assessment.
• Experience leading or coordinating project controls teams.
• Proficiency with MS Office 365.

Responsibilities

• Lead stewardship of the program capital baseline and governance.
• Coordinate across cost, schedule, and risk for integrated reporting.
• Define and improve performance measurement methodologies.
• Manage baseline change control and governance documentation.
• Assess forecasts and risks; identify variances and impacts.
• Lead budgets and multi-year forecasts with clear drivers and assumptions.
• Drive data quality and scalable work breakdown structures for reporting.
• Collaborate with reporting teams for executive-ready outputs.
• Operate as SME on baseline integrity across cost, schedule, and risk.
