Functional Consultant

Support Services for The United States Coast Guard (USCG)

Statement of Work (SOW)

Scope: The project aims to create and update Coast Guard business process maps used by support services personnel at all levels. These maps define roles, responsibilities, and the flow of business processes within the Coast Guard, ensuring accurate adjudication of personnel actions and integration with human resource information systems.

Place of Performance: USCG Headquarters, 2703 Martin Luther King Jr. Ave. SE, Washington, DC 20593, or offsite depending on workspace availability.

Period of Performance: One (1) year base starting June 2025, with four (4) option years.

Schedule: 0700-1700 ET, Monday through Friday, with possible additional hours as needed.

Requirements:

• Research, analysis, and business process modeling skills; experience with DOORS.
• Outstanding interpersonal and communication skills; 3 to 10 years of experience.
• BA/BS degree required; MA/MS preferred.

Duties and Responsibilities:

• Provide guidance for executive projects, including business process development and strategic initiatives.
• Manage complex projects, ensuring timely and resource-efficient completion.
• Coordinate tasks, review work for quality and compliance.
• Interpret government policies, regulations, and directives.
• Communicate effectively with executive personnel both orally and in writing.
