Job summary

Jobtailor is seeking a skilled Business Analyst/Scrum Master to translate product strategy into actionable user stories and manage agile processes in a federal context. You will analyze requirements, decompose epics, and drive backlog grooming and release planning using Jira and Confluence.

You will lead Scrum ceremonies, coach teams, and ensure delivery aligns with customer expectations, while engaging stakeholders and ensuring compliance in regulated environments.

Qualifications

• Active Secret clearance required.
• Bachelor’s degree in Computer Science or related field, or six years of equivalent work experience.
• Minimum five years of experience as a Business Analyst.
• At least two years as a Scrum Master supporting IT/software development.
• Proficiency in developing detailed, testable requirements and use cases.
• Hands-on experience in Agile/Scrum environments.
• Proficiency with Jira and Confluence.
• Strong analytical and communication skills; US work authorization and citizenship.
• Willingness to undergo fingerprinting and background check.
• Preferred: federal government project experience; CS Master certification; regulated environments.

Responsibilities

• Translate product strategy into user stories, features, and backlogs.

• Conduct bi-weekly testing and validate completed stories.

• Serve as Scrum Master and lead Agile ceremonies.
• Facilitate backlog refinement, sprint planning, daily stand-ups, reviews, and retrospectives.
• Identify and remove impediments; coach team to improve processes and outcomes.
• Track team metrics and performance indicators; support PM with meetings and deliverables.
• Engage customers to gather feedback and address questions.
• Promote cross-team communication across technical and non-technical groups.

• Translate product strategy and roadmap into user stories, features, and enablers
• Analyze user needs and define functional and cross-functional requirements across the SDLC
• Decompose epics into clear, testable user stories with acceptance criteria
• Manage and maintain the product backlog in Jira
• Support backlog grooming, prioritization, and release planning
• Conduct bi-weekly testing and validation of completed user stories
• Ensure delivered functionality aligns with requirements and customer expectations
• Serve as Scrum Master and ensure Agile best practices are followed
• Facilitate backlog refinement, sprint planning, daily stand-ups, sprint reviews/demos, and sprint retrospectives
• Identify and remove impediments and blockers
• Coach team members to improve processes, collaboration, and delivery outcomes
• Track and communicate team metrics and performance indicators
• Support the Project Manager with meetings, presentations, and deliverables
• Engage customers and end users to address questions and gather feedback
• Promote communication across technical and non-technical teams

Requirements

• Active Secret clearance
• Bachelor’s degree in Computer Science or related field, or six (6) years of equivalent work experience instead of a degree
• Minimum five (5) years of experience as a Business Analyst
• At least two (2) years of experience serving as a Scrum Master supporting IT/software development efforts
• Demonstrated ability to develop detailed, comprehensive, testable, and traceable requirements, including business, functional, data, and system/software requirements and use cases
• Hands-on experience working in Agile/Scrum environments
• Proficiency with Jira and Confluence
• Strong analytical, problem-solving, and critical-thinking skills with attention to detail
• Excellent written and verbal communication skills
• Must be authorized to work in the United States
• Must be a US Citizen
• Willingness to complete fingerprinting and background investigation for system access and badging
• Preferred: prior experience supporting federal government programs
• Preferred: Agile certifications such as Certified Scrum Master (CSM) or equivalent
• Preferred: experience working in regulated or secure environments
