Job summary

The Commonwealth of PA2 - PUC (Public Utility Commission) is seeking an experienced Sr. Business Analyst to drive modernization of the CAI application.

The role focuses on gathering requirements, design, and testing, coordinating with business units, Product Manager, and technical teams to deliver value. You will document current functionality, translate needs into user stories with clear acceptance criteria, participate in testing, and help ensure security, accessibility, and data privacy

Qualifications

• Experience in requirement gathering for modernization projects.
• Experience documenting business requirements and translating them into user stories.
• Strong communication skills with technical and non-technical audiences.
• Knowledge of Agile/Scrum methodologies and tooling.

Responsibilities

• Document existing CAI application requirements and verify key functionality.
• Prioritize requirements and align with legislative/policy needs.
• Recommend system improvements with business units.
• Translate requirements into user stories with acceptance criteria.
• Analyze technical approaches and assist in delivery discussions.
• Support change management, user adoption, and training for the modernized solution.
• Ensure compliance with security, accessibility (WCAG), and data privacy standards.
• Identify risks and provide status updates to IT leadership and sponsors.
