Job summary

ASSYST is seeking a Senior Business Analyst to support a Tallahassee, FL client project in a hybrid role. The incumbent will analyze HR processes, elicit requirements, and translate business needs into detailed specs, user stories, and automated workflows.

Qualified candidates have a Bachelor's degree or equivalent experience with 6 years in BA/QA, plus CBAP/ISTQB certifications are a plus. Strong Agile, QA, and data- driven reporting skills are required.

Qualifications

• Bachelor’s degree (or equivalent) plus 6 years in business analysis and QA.
• CBAP or ISTQB certification preferred.
• Strong knowledge of Agile/Scrum and Azure DevOps.
• Experience with HR automation or government-related workflows is a plus.

Responsibilities

• Analyze As-Is processes and design To-Be automated HR workflows with stakeholders.
• Elicit requirements from SMEs and document functional, data, and integration needs.
• Create functional specs, design docs, wireframes, and process narratives.
• Translate business needs into user stories and manage backlogs in Azure DevOps.
• Lead QA testing strategies, plan UAT cycles, and coordinate defect remediation.
• Support executive reporting by translating data into actionable insights.

Key Responsibilities

Requirements & Business Process Engineering

• Process Analysis: Conduct As-Is process evaluations and design To-Be automated workflows in collaboration with HR and Office of Work Program and Budget (OWPB) stakeholders.
• Requirements Elicitation: Facilitate sessions with subject matter experts (SMEs) to gather, prioritize, and document functional, data, and system integration requirements.
• Specification & Design: Create functional specifications, design specs, wireframes/mockups, and standardized desk procedures (process flows, narratives, prerequisites).
• Agile Management: Translate business needs into user stories with clear acceptance criteria. Manage project and sprint backlogs, schedule estimates, and participate in daily Scrum ceremonies within Azure DevOps.

Systems & Data Analysis

• Integrations & Data: Evaluate existing and future data needs, perform impact analyses on current/proposed system integrations, and support technical assessments with enterprise IT teams.
• Executive Communication: Synthesize complex operational data into executive-level reporting formats and breakdown high-level information into actionable components.

Quality Assurance & UAT

• Testing Strategy: Formulate QA testing strategies, test plans, test cases, test data scenarios, and test environments.
• UAT Leadership: Plan and execute User Acceptance Testing (UAT) cycles with HR and enterprise stakeholders; document defects, coordinate issue remediation, and obtain formal acceptance of deliverables.

Required Knowledge, Skills, and Abilities (KSAs)

• Domain Expertise: Experience with HR business processes, workflow automation, or state government administrative applications.
• Agile & QA Methodologies: Practical knowledge of Agile/Scrum frameworks, Azure DevOps (backlog and test execution), and QA standards review.
• Technical Proficiency: Understanding of relational database concepts, application inputs/outputs, context diagrams, and technical architecture overviews.
• Documentation & Tools: Expertise in producing clear functional specifications, test cases, and user stories. Advanced proficiency in MS Word, Excel, PowerPoint, Visio, and Project.
• Preferred: Direct experience with state government HR, payroll, or position management systems, as well as advanced data validation and analysis techniques.
