Job summary

Qualifications

• High school diploma or GED required; an associate degree or higher in construction technology, engineering, architecture, public administration, code enforcement, or related field preferred.
• Progressively responsible experience in building construction, building inspection, code enforcement, engineering, architecture, or related field; municipal and supervisory experience preferred.
• Working knowledge of building construction methods, code administration, inspections, plan review, enforcement procedures, recordkeeping, and municipal operations.
• Ability to supervise personnel, establish priorities, coordinate workflow, provide technical direction, and communicate effectively with staff, other departments, contractors, design professionals, property owners, and the public.
• Proficiency with computers, electronic permitting/code-enforcement systems, document-management systems, and standard office software.
• Possession of a valid driver’s license and ability to travel to inspection sites and emergency locations as required.

Responsibilities

• Acts as the Building Code Official for the City and oversees the duties and responsibilities under the Pennsylvania Uniform Construction Code.
• Assist the Director with daily administration and operation of the Department, including building inspections, code enforcement, property maintenance, and construction-code functions.
• Supervise inspectors and code officers, including work assignments, scheduling, field supervision, training, and evaluations.
• Serve as a technical resource for complex construction, building-code, and enforcement matters.
• Coordinate with other boards, commissions, and emergency-response agencies as necessary.
• Review construction documents and perform plan reviews and inspections for code compliance.
• Oversee the administration and closeout of permits, Certificates of Occupancy, and related enforcement documentation.
• Coordinate with other City departments and outside agencies on overlapping regulatory matters.
• Provide community education and outreach on building safety and code compliance.
