Job summary

City of Lancaster seeks a senior manager to lead the Bureau of Building Codes, ensuring compliance with the Uniform Construction Code and local ordinances for construction and renovation projects.

The role grants considerable independence in directing work and staff, including third‑party contractors, plan reviews, inspections, and enforcement while reporting to the Director and Deputy Director of Community Planning and Economic Development.

Qualifications

• Bachelor’s degree with major course work in facilities management, building systems, engineering, public administration, and/or business administration.
• At least six (6) years of experience in building construction / renovation, code enforcement, property maintenance, facilities management and/or related experience with at least two (2) years in a supervisory capacity.
• Any combination of education and experience deemed adequate as determined by the Director.

Responsibilities

• Organizes and directs the bureau’s operations to ensure compliance with all City, state and federal codes related to construction.
• Develops policies and procedures for efficient bureau operations in permitting, plan review, inspection, and code enforcement.
• Develops performance measurement criteria for the bureau and conducts staff appraisals.
• Educates the public on bureau laws and processes.
• Oversees enforcement of laws and legal proceedings with City officials.
• Oversees the Board and collaborates with other bureaus to ensure cohesive code procedures.
• Selects third-party code agencies to ensure quality and timely resolution of construction problems.
• Maintains accurate records and prepares reports for City administration and authorities.
