City of Winston-Salem, NC seeks a Budget Analyst to support the preparation and analysis of the City’s operating budget, programs, and services. You will collaborate with department leadership to analyze requests, monitor spending, and contribute to long-range financial projections.
The role involves gathering data, conducting research, and leading complex budget-related projects, with opportunities to develop advanced financial tools and insights for decision making.
Under general supervision, performs complex professional work in the preparation and analysis of the City's operating budget, programs, and services. Collaborates with department leadership to analyze budget requests and operational initiatives; regularly reviews and monitors departmental spending; completes related work as required.
Any combination of education and experience equivalent to a bachelor's degree in public administration, public finance, accounting, or a related field and considerable professional experience in financial, budgeting, and program evaluation work.
A master's degree in public administration is preferred.
Knowledge of the theories, principles, practices and techniques of municipal budgeting and program evaluation, statistics, and finance; knowledge of evaluation measurement and review techniques; knowledge of the State laws and local ordinances applicable to budget preparation approval and administration; knowledge of the functions and operation of municipal agencies; ability to analyze and develop budget estimates; ability to develop and conduct technical program evaluation; ability to conduct detailed research and prepare reports and findings; ability to analyze large, complex datasets and create visual tools for decision making; ability to establish and maintain effective working relationships with others; ability to manage work plan and independently exercise initiative and discretion within established processes.This work requires the occasional exertion of up to 25 pounds of force; work regularly requires sitting, speaking or hearing, using hands to finger, handle or feel, reaching with hands and arms and repetitive motions and occasionally requires standing, walking, stooping, kneeling, crouching or crawling and pushing or pulling; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data; work is generally in a quiet location (e.g. library, private offices).
