Job summary

City and County of Honolulu seeks a Budget Analyst to review and recommend capital improvement and operating budget requests. You will help shape long-range fiscal programs and ensure alignment with city goals to optimize resource use.

The role requires analyzing budget requests, guiding work program development, and collaborating with departments to implement efficient, compliant financial practices.

Qualifications

• Bachelor's degree or equivalent required.
• Education must be completed by time of application.
• Foreign credential evaluation may be required for non-U.S. education.
• Three years of analytical experience, with at least one year in a governmental agency.

Responsibilities

• Attend budget hearings and justify recommendations.
• Guide development of work programs and expenditure schedules.
• Analyze supplementary appropriations and fund transfers between activities.
• Review departmental structures and personnel utilization in relation to budget.
• Conduct studies to identify efficiency improvements.
• Consult with departmental officials to explain budget directives and ensure compliance.
