Job summary

ERM, a leading sustainability consultant, seeks a Principal Consultant – Biologist/Regulatory Specialist to join the Capital Project Delivery team in California. You will lead environmental permitting for major power and renewable projects and advise utilities on CEQA/NEPA compliance.

You will develop permit strategies, prepare technical studies and EIRs, and negotiate with agencies while mentoring a growing team and expanding ERM’s services.

Qualifications

  • 6+ years of consulting in California electric/gas transmission and generation markets.
  • Proven track record delivering multi-million-dollar environmental programs or winning projects.
  • Established relationships with California utilities (PG&E, SCE, Sempra) and regulators.
  • Strong knowledge of CEQA/NEPA impact assessment and permitting processes.
  • Business acumen to identify opportunities and deliver enterprise-wide solutions.

Responsibilities

  • Serve as Project Biologist/Regulatory Specialist for CEQA/NEPA and permitting.
  • Prepare technical studies and environmental impact documents (EIRs, Biological Constraints Reports).
  • Develop permit strategies, prepare applications, and negotiate conditions with agencies.
  • Direct permitting and compliance for telecom, energy infrastructure, and linear projects.
  • Collaborate with Account Directors to expand ERM’s services and deliver value.
  • Mentor consultants and foster a high-performance team culture.
  • Drive innovation within ERM’s Impact Assessment offerings.
