Job summary

Kwaan Bear Technology (KBITS) is seeking a senior Program Manager to lead an integrated team supporting a prospective Army cyber program. This role interfaces with Government leadership and coordinates across program management, acquisition, finance, operations, engineering, cybersecurity, and technical delivery.

You will promote Agile methods, governance, and data-driven reporting using Power BI, Dataverse, and SharePoint, ensuring responsiveness to shifting priorities and mission demands.

Qualifications

  • U.S. citizenship, active Top Secret clearance, and eligibility for SCI access.
  • Eight or more years of directly relevant program or project management experience.
  • Bachelor's degree in a relevant discipline or equivalent additional professional experience.
  • Experience leading complex Army, Department of War, or comparable national security programs.
  • Demonstrated ability to integrate business, acquisition, financial, operational, engineering, cybersecurity, and technical stakeholders.
  • Experience managing staffing, transition, schedules, risk, quality, deliverables, and performance.

Responsibilities

  • Serve as the principal contractor interface with Government leadership and oversee overall contract execution.
  • Lead staffing, transition, schedule, quality, cost, performance, risk, deliverables, and subcontractor coordination.
  • Integrate program management, acquisition, contracting, budget, cost, operations, systems engineering, cybersecurity, product support, and technical delivery.
  • Establish a practical governance structure, operating rhythm, performance dashboard, and escalation process.
  • Lead Agile adoption across programmatic and technical workstreams through iterative planning, visible priorities, frequent customer feedback, measurable outcomes, and continuous improvement.
  • Promote responsible use of Government approved AI, automation, analytics, and collaboration tools, including GenAI and Claude for Government, Power BI, Dataverse, and SharePoint where available, to improve decision support, reporting, workflow efficiency, and program visibility.
  • Rapidly realign personnel and expertise as Government priorities and mission demands change.

  • Experience introducing Agile methods, automation, analytics, or approved AI tools into Government program operations.
  • Army acquisition, ITIL, Lean Six Sigma, or comparable credentials.
