The North Carolina Department of Health and Human Services (DHHS) is seeking an Applications Systems Manager II (NS) to provide IT leadership across multiple teams, guiding the SDLC for software applications used by all 100 counties.

Responsibilities include supervising staff, delivering design, development, and support for web-based and low-code apps; coordinating with business partners and vendors; and guiding project estimates and timelines to meet business needs.

Qualifications

  • Proven practical experience in managing software applications teams, which include product management and strategy development of large-scale IT applications.
  • 4 or more years in a supervisory management role; developing and implementing software applications; coordinate and oversee all technical evaluations, technical effort timelines and estimates.
  • Experience with managing AWS Cloud based web applications
  • Hands-on experience in web application development using programming languages like Java, Python or C# etc.
  • Prior experience in managing low code platform (Like Salesforce, PowerApps) based applications.

Description of Work

The Application Systems Manager II will offer IT leadership to professional and technical staff across multiple teams, overseeing the planning, development, maintenance, and modification of software applications used by all 100 North Carolina counties.

This role would be required to provide leadership for a large program such as Child welfare or manage multiple program engineering teams.

This position also involves interactions with business partners, IT directors, other IT managers, and representatives from state agencies and the federal government. Working with teams, the role oversees all activities of the Software Development Life Cycle (SDLC), from requirements documentation through to solution delivery, including planning, design, development, and testing.

Additionally, in coordination with the Service Management and Project Management Sections, this position handles the development, negotiation, mediation, conflict resolution, and performance management of vendor contracts.

Knowledge Skills and Abilities/Management Preferences

Salary Grade Range: $105,341.00 - $184,345.00

Recruitment Range: $105,341.00 - $149,000.00

The Knowledge, Skills, and Abilities (KSAs)/ Management Preferences are not required. Applicants who possess the following skills are preferred:
