This position serves as a Senior Application Developer supporting the Illinois Department of Human Services (IDHS) by reviewing, refactoring, redesigning, and updating ASP.NET, C#, SQL Server, HTML, CSS, Power Automate/Power App and JavaScript code using Visual Studio and Team Foundation Server to enhance maintainability, scalability, performance, and accessibility. Essential Functions
  • Under administrative direction, serves as a Senior Application Developer for the Department of Innovation & Technology (DoIT) supporting the Department of Human Services (DHS), coordinating, and performing analytical and programming functions required to maintain, update, enhance, and develop web applications.
  • Performs complex professional and advisory functions in the analysis and evaluation of web applications.
  • Provides second level problem diagnosis for users of Web Applications and assists users in troubleshooting and identifying system problems.
  • Serves as a project leader for specific subsystem project assignments, providing training and technical assistance to team members regarding areas and subsystems of specialty.
  • Keeps abreast of new developments in the information technology field by continuing education through online training platforms, meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
  • Requires knowledge, skill, and mental development equivalent to four (4) years of college with course work in computer science or directly related fields.
  • Requires three (3) years of professional experience in Application Services or a related Information Technology field.
Specialized Skills
  • Requires three (3) years of professional experience developing and maintaining web applications using ASP.NET with C#, SQL Server, and -standards-compliant HTML, CSS and JavaScript, including conformance to W3C and Illinois Information Technology Accessibility Act (IITAA) standards.
  • Requires three (3) years of professional experience utilizing Microsoft Power Platform tools (e.g., Power Apps, Power BI, Power Automate), SharePoint, and Nintex Forms and Workflows to build or enhance business applications.
  • Requires three (3) years of professional experience performing system analysis, including gathering and documenting user requirements, designing technical solutions, and translating business needs into application features using tools such as Azure DevOps.
Preferred Qualifications
  • Three (3) years of professional experience developing and maintaining web applications using ASP.NET with C#, SQL Server, and -standards-compliant HTML, CSS and JavaScript, including conformance to W3C and Illinois Information Technology Accessibility Act (IITAA) standards.
  • Three (3) years of professional experience utilizing Microsoft Power Platform tools (e.g., Power Apps, Power BI, Power Automate), SharePoint, and Nintex Forms and Workflows to build or enhance business applications.
  • Three (3) years of professional experience performing system analysis, including gathering and documenting user requirements, designing technical solutions, and translating business needs into application features using tools such as Azure DevOps.
  • Three (3) years of professional experience diagnosing and resolving application issues, including triaging user-reported problems, analyzing root causes, and implementing long-term fixes or workarounds.
  • Ability to perform independent research and apply findings to solve programming, design, or architectural challenges in a dynamic development environment.
  • Developed verbal and written communication skills to present technical information to others with clarity and precision.
  • Ability to work effectively in a collaborative team development environment, participating in code reviews, sprint planning, and shared technical decision-making.
  • Ability to establish and maintain productive working relationships with team members, agency staffs, vendors, and end users.
