Job summary

The State of Connecticut – Department of Administrative Services (DAS) is seeking an Application Developer (IT Analyst 3) to support the Department of Developmental Services (DDS) in Hartford. Join a team modernizing information systems using .NET, SQL and Microsoft Power Platform.

The role includes leading projects, mapping business requirements to technical solutions, and collaborating with a Health and Human Services IT community.

Qualifications

• Seven (7) years of experience in information technology (IT) operations, programming, systems/software development or another IT-related field.
• One (1) year of general experience at the full professional working level responsible for complex technical support functions.
• College training in management information systems, computer science or IT-related area may be substituted for general experience (15 semester hours = 0.5 year, max 4 years for a Bachelor's).
• A Master's degree in MIS, CS or E.E. may substitute for one additional year of general experience.
• Experience developing web-based interfaces using Microsoft .NET.
• Experience developing database solutions using Microsoft SQL Server.
• Experience with developing system integration pipelines using SSIS.
• Experience developing solutions using Microsoft Power Platform technologies.
• Experience developing reports using Power BI.

Responsibilities

• Diagnoses host system problems and coordinates resolutions.
• Manages planning, analysis, design, selection, installation and implementation of new technologies.
• Develops and implements network and system security guidelines.
• Defines data flow and maps business requirements to technical solutions.
• Acts as project coordinator and supervises other technical staff.
• Trains operators, staff and users on new procedures.
