Job summary

ERM is seeking a Managing Consultant, Air Quality Compliance, Engineer or Scientist to lead complex air permitting and compliance programs for major industrial clients. This role covers NSR, PSD, Title V and state-level regulations, with opportunities to mentor teams across ERM offices and to engage regulators for timely permit approvals.

Applicants should have a Bachelor’s in engineering or related field and 4+ years in air quality regulatory work; Master’s is preferred.

Qualifications

• Bachelor’s degree in engineering, environmental science, or related discipline.
• 4+ years of air quality compliance, permitting, and regulatory program experience.
• Regulatory knowledge of local air districts, state and federal programs (Title V/RECLAIM).
• Ability to multi-task, travel, and work independently.
• Ability to read, understand, and apply environmental regulations and guidance.
• Proven ability to manage multiple projects and build client relationships.
• Strong communication, analytical, and technical writing skills.
• Driver’s license required; travel to client locations across large geography.
• (Not eligible for immigration sponsorship).

Responsibilities

• Lead complex air permitting and compliance programs under NSR, PSD, Title V, and state regs.
• Develop permitting strategies and regulatory analyses tailored to client operations.
• Engage regulators to facilitate permit reviews and approvals.
• Prepare technical proposals and lead business development initiatives.
• Build and maintain client relationships to drive repeat business.
• Mentor junior staff and manage cross-office project teams.
