Phillips 66 & YOU - Together we can fuel the future

As a Sr. Advisor II, Category Management, you’ll help shape how Phillips 66 manages its IT software portfolio—turning business needs, market insight, and software governance into decisions that create lasting value. You’ll join a collaborative procurement organization and work across technology, legal, cybersecurity, finance, and supplier communities to support a disciplined software lifecycle. This is an opportunity to influence important commercial outcomes while building expertise in a strategic category at a leading energy company.

What You’ll Do
  • Develop and implement category strategies and an annual sourcing and contracting demand plan for the Tier 2 IT software portfolio, using market, inventory, entitlement, renewal, usage, and cost insights to improve value and reduce risk.
  • Lead complex software agreements through the full contract lifecycle, including requirements gathering, contract review, redlining, negotiation and execution
  • Partner with Legal, Data Privacy, Cybersecurity, Finance, IT, and Software Asset Management stakeholders to translate business requirements, licensing positions, compliance considerations, and usage needs into balanced commercial terms.
  • Provide specialist guidance on procurement policies, procedures, workflows, and governance, helping stakeholders navigate complex or contentious software sourcing, renewal, expansion, and material-change decisions.
  • Manage assigned supplier relationships, monitor performance and contract adherence, conduct business reviews, and identify opportunities for cost savings, cost avoidance, service improvement, and innovation.
  • Analyze software spend, licensing, entitlement, usage, renewal timing, supplier, and market data to identify trends, clarify business needs, evaluate options, and recommend actions that support informed decisions.
  • Influence senior stakeholders on category direction, sourcing strategies, supplier choices, and change impacts by presenting clear, tailored recommendations and building alignment across the organization.
  • Provide functional oversight, training, and guidance to 3 contingent labor contract specialists supporting the software category, including assigning sourcing and contracting requests in ServiceNow in line with the demand plan.
What You’ll Bring - Required
  • Legally authorized to work in the job posting country
  • Bachelor’s degree.
  • 10 or more years relevant experience in procurement, sourcing, supply chain, engineering, or related IT business roles.
  • 5 or more years experience negotiating IT Software contracts (Masters, SOW’s, NDA’s, POC’s, etc.).
What Makes You Stand Out -Preferred
  • Master’s degree or equivalent level.
  • Experience partnering with Software Asset Management on software renewals, licensing considerations, entitlement visibility, compliance monitoring, and software cost optimization.
  • Demonstrated ability to translate Software Asset Management insight into sourcing strategy, contract negotiation, supplier governance, and lifecycle decision-making.
  • Proven ability to negotiate favorable terms and conditions with suppliers to achieve cost savings and performance improvements.
  • Working knowledge of the IT business environment.
  • Experience with ERP and procurement systems, such as SAP, iCertis, or ServiceNow.
  • Experience providing functional oversight, training, or guidance.
