Job summary

Nisga'a MOSTT, LLC in US-FL-Orlando is seeking a Senior Advisor to support MST PMO programs, focusing on cost, schedule, performance and risk identification.

The role involves collecting data, briefing senior leaders, and coordinating with DHA, JPC-6, TATRC, OSD, and DoD partners, as well as attending PMRs and preparing documentation for decision-makers.

Qualifications

  • Advanced knowledge of DoD acquisition processes, including cost, schedule, and performance management.
  • Strong understanding of federal budgeting processes, including PPBE and FYDP.
  • Expertise in strategic planning, program analysis, and risk identification within complex government programs.
  • Ability to analyze and synthesize large volumes of data into clear, actionable insights for senior leadership.
  • Knowledge of applicable policies and regulations (e.g., DoD 5000 series, FAR/DFARS, DHA guidance).
  • Strong stakeholder engagement skills, with experience interfacing across DoD, OSD, Services, and industry partners.
  • Excellent written and verbal communication skills, including development of executive briefings and reports.

Responsibilities

  • Assemble budget, schedule, and performance data for MST PMO presentations.
  • Collect information from Customer for MST PMO and disseminate to contractors.
  • Provide feedback to MST PMO on level of effort required to support the Customer.
  • Assist MST PMO with liaison at conferences and meetings with DHA, JPC-6, TATRC, DoD offices, and other officials.
  • Support MST PMO attendance at conferences where MST PMO products are showcased for DoD and potential customers.
  • Assist with preparation, review and coordination of funding documentation and budget submissions.
  • Attend Program Management Reviews (PMRs) and meetings to monitor programs and identify issues early.
  • Collect and consolidate data from internal and liaison activities and prepare information packages for MST PMO.
  • Assist with preparation of detailed briefings and information papers for government presentations.
  • Monitor acquisition policy, program and budget actions and report developments to leadership.
  • Support strategic planning across DHA, Combatant Commands, Services and OSD staffs.
  • Provide expert advice to MST PMO senior leaders on enterprise level strategic plans and alignment with DHA, Army and OSD strategies.
  • Advise on long-range strategic plans and roadmaps ensuring program/technology integration and well-defined budget submissions.
  • Support development of DoD 5000 compliant program documentation and policies for MST PMO.
  • Analyze complex organizational issues and synthesize findings for senior leaders.
  • Apply analytical skills to evaluate and synthesize DoD programs and initiatives.

Please note that this position is contingent upon the successful award of a contract currently under bid.

Dedicated to serving those who defend the US and warfighters, Nisga'a MOSTT offers Military Operations support and Specialized Tactical Training (MOSTT). Nisga'a MOSTT's services include aviation and military training, cybersecurity, intelligence gathering and analysis, and simulation and exercise support, as well as aviation flight logistics support and unmanned aerial vehicle support.

The Senior Advisor shall maintain an understanding of program acquisition strategies with emphasis on cost, schedule, and performance and attend organizational business reviews and meetings to support planning and execution of MST PMO programs and ensure early identification of execution risks.

Responsibilities
  • The Contractor shall assemble information on the budget, schedule, and performance, of MST PMO managed customer efforts for MST PMO presentation to the Customer, proponent, and combat developer.
  • The Contractor shall collect information from the Customer for MST PMO and disseminate authorized information to performing Contractors in a timely manner, in order to maintain the contracted cost, schedule and performance.
  • The Contractor shall provide feedback to MST PMO Assistant Program Managers (APM) on the level of effort required to support the Customer.
  • The Contractor shall assist MST PMO with liaison and attendance at conferences and meetings with DHA, The Joint Program Committee-6 (JPC-6), The Telemedicine & Advanced Technology Research Center (TATRC), the Services, representatives from the Assistant Secretary of Defense for Health Affairs; Simulation & Training Technology Center (STTC) personnel; and other officials and groups.
  • The Contractor shall support MST PMO attendance at conferences where MST PMO products are showcased for Department of Defense (DoD) and potential customers.
  • The Contractor shall support MST PMO in the preparation, review and coordination of documentation for submission to the Services, OSD, OMB, DHA and Congress to support and defend positions on specific program matters.
  • The Contractor shall attend Program Management Reviews (PMRs) and meetings to keep abreast of programs and ensure early identification of problem areas.
  • The Contractor shall collect and consolidate data from internal and liaison activities and prepare information packages for MST PMO.
  • The Contractor shall assist MST PMO with the preparation, justification, and coordination of funding requirements; program documentation in support of the budget process; and monitoring of programs for executability and compliance with established program decisions.
  • The Contractor shall assist MST PMO with the preparation of detailed briefings and information papers for government presentation to senior leadership, OSD, OMB, DHA and Congressional staff.
  • The Contractor shall monitor acquisition policy, program and budget actions, and analyze trends, policies and actions for Congress, OSD, OMB, HQDA, DHA, other Service Headquarters and other DoD agencies for effects on the organization, and report pertinent developments.
  • The Contractor shall assist the organization's strategic planning efforts with recommendations and guidance pertaining to joint support activities across the full spectrum of DHA, Combatant Commands, Service, and OSD Staffs.
  • The Contractor shall provide expert advice, recommendations and other support as required to MST PMO Senior Leaders in developing, implementing and maintaining an enterprise level strategic plan aligned with DHA, Army and OSD strategies and priorities to ensure end-to-end planning and integration in meeting the needs of the Warfighter and medical community.
  • The Contractor shall advise and assist the Government in the development of long-range strategic plans and roadmaps ensuring integration of programs/technology with validate current and future requirements and well-defined and accurate budget submissions that support the Defense Health Program Budget Submission and President's Budget across the Future Years Defense Plan (FYDP).
  • The Contractor shall support MST PMO with best practices, samples/examples, and expert advisement on developing the multitude of key program documentation required by DoD 5000 and other Laws, Regulations, and Policies for the MST PMO portfolio.
  • The Contractor shall analyze complex organizational issues, obtain the PM's intent, and utilizing best practices.
  • The Contractor will apply expert analytical skills and abilities in evaluating and synthesizing a multitude of systems acquisition programs, projects, products, and initiatives, under the purview of the MST PMO.
  • The Contractor shall perform special studies and prepare special reports required by the PM or higher headquarters where little, if any precedent exists. They may be required to present results of these studies to the PM and/or DHA Leadership or in forums at higher headquarters.
  • The Contractor shall make recommendations to address critical issues for Senior Leader action.
  • The Contractor shall provide support to the MST PMO staff with the planning and execution of internal program reviews, Portfolio Reviews, Milestone Decision and Materiel Development Decision briefs, as well as the writing and staffing of Acquisition Decision Memorandums (ADMs) and Memorandums for Record (MFRs) that may result from minutes taken during above mentioned briefings.
  • Perform other duties as needed.
Qualifications

Necessary Skills and Knowledge:

  • Advanced knowledge of DoD acquisition processes, including cost, schedule, and performance management principles.
  • Strong understanding of federal budgeting processes, including PPBE and the Future Years Defense Program (FYDP).
  • Expertise in strategic planning, program analysis, and risk identification within complex government programs.

  • 10+ years of experience supporting DoD or federal acquisition programs, including program management or advisory roles.
  • Demonstrated experience with program budgeting, cost analysis, and performance tracking.
  • Experience supporting senior leadership with briefings, strategic planning, and decision support.
  • Require Secret Clearance.

Preferred Qualifications:

  • Bachelor's degree preferred.
