Job summary

County of Los Angeles Health Services seeks an Emergency Administrative Assistant III to join the DOJ Consent Decree initiatives. This position supports budget planning, legislation analysis, and grant development for a large health department with extensive facilities and programs.

During the emergency order, hires may be made for up to 90 days with a performance assessment, potentially leading to permanent County employment.

Qualifications

• Three years' experience in a staff capacity analyzing and making recommendations for the solution of problems of organization, systems and procedures, programs, facility planning, budget, or personnel, or higher.
• One year of experience at the level of Administrative Assistant II or Staff Assistant II or higher.

Responsibilities

• Participates from the beginning at a decision-making level in budget planning of major programs of the department involving $10 to $20 million or more in annual expenditures.
• Analyzes and recommends the department's position on pending legislation and regulatory rules with potential impact on operations and financing.
• Investigates and drafts grant proposals for new and renewed grants, negotiating details with other governmental agencies.
• Analyzes, evaluates, and makes recommendations on organizing, staffing, financing, and operation of major new departmental functions or major modifications of existing programs.
• Analyzes, evaluates, and makes recommendations on purchasing, leasing, siting, equipping, and space planning of major departmental facilities.
• Conducts management studies to assess organization, staffing, financing, and reporting problem areas and develop recommendations.
