Job summary

Texas Health and Human Services Commission (HHSC) Richmond, TX seeks an experienced Director III - ADOA to lead the Administration division within the State Supported Living Centers. The role oversees finances, facilities, payroll, procurement, and compliance while guiding strategic initiatives and policy execution.

Responsibilities include budgeting, staff supervision, and coordination with IT, HR, and regional offices to align operations with regulatory standards and the DOJ settlement

Qualifications

• Bachelor's degree from an accredited college or university; and
• Master’s degree from an accredited college or university; and
• At least four (4) years of management experience in a governmental agency, residential facility or where work involved supervising/directing multiple staff members and establishing long-term goals and short-term plans for the assigned area.
• Experience developing and deploying policies to govern the operation of an organization.
• Experience developing or overseeing a budget (preferably a multimillion-dollar budget) and identifying cost efficiencies.
• Experience managing multiple departments is preferred.

Responsibilities

• Directs and oversees the organization, operation, and business functions of the fiscal and support services division within the SSLC.
• Oversees the SSLC budget (average of $47 million) in partnership with regional accounting staff.
• Directs and oversees the work of the SSLC fiscal and support services team, including hiring, performance evaluations, and staff development.
• Represents the SSLC as liaison to regional management, IT, HR, and time/payroll, ensuring compliance with policies and DOJ settlements.
• Develops and implements internal controls, contingency plans, and performance improvement plans.
