Job summary

Texas Commission on Environmental Quality (TCEQ) is seeking an experienced Accountant to support Financial Administration. You will manage ProCard processes, approvals, and vendor payments, while overseeing staff and contributing to performance management.

The role also involves reconciliation, audits, and liaising with state offices. Qualified candidates should have a four-year degree in a relevant field and experience with automated financial systems.

Qualifications

• Experience reviewing, analyzing, auditing, reconciling, and processing encumbrance, payment and/or financial transactions.
• Experience using an automated and integrated Financial Accounting System.
• Experience interpreting rules, regulations, policies, and procedures regarding purchasing, encumbrance, and payment to vendors.

Responsibilities

• Monitor ProCard and Payment Approval queues; assign and oversee accountants; assist with hiring and staff development.
• Approve vendor payments daily; oversee accounts payable and related charge card programs.
• Analyze budgets and financial documents; liaise with Comptroller and Auditor offices as needed.
• Coordinate with procurement and card vendors; recommend system changes for efficiency.
• Oversee expenditure transfer vouchers, uploads and batches; reconcile using USAS or CAPPS.
• Lead system development projects and provide staff training on current systems.
