Job summary

State of South Carolina's Vocational Rehabilitation Department seeks an experienced accounting professional to support monthly closing, grant reporting, and cost allocations. You will ensure compliance with state regulations, monitor GL activity, and prepare year-end closing documents.

The role emphasizes government accounting knowledge, grant handling, and collaboration with finance teams to sustain accurate financial operations.

Qualifications

  • Bachelor's degree in Accounting or related field required.
  • Knowledge of government accounting practices preferred.
  • Familiarity with grant accounting and reporting is an advantage.

Responsibilities

  • Execute monthly fiscal tasks including contract billings and AR submissions.
  • Monitor General Ledger per Comptroller General's guidelines and grant rules.
  • Correct funding errors identified during monthly reviews.
  • Assist with grant activity reports and RSA-911 reporting preparation.
  • Perform Cost Allocation Plan analyses and journal entries.
  • Review annual salary funding splits and suggest improvements.
  • Coordinate annual insurance and workers' compensation allocations.
  • Prepare and submit year-end closing packages and RSA documentation.
  • Provide backup for essential finance functions and participate in special projects.

  • Performing monthly fiscal responsibilities to include: Contract Billings - Preparing and submitting billings to Accounts Receivable defined by agreements with other agencies.
  • Monitoring General Ledger in accordance with the Comptroller General's Monthly Checklist along with grant regulations.
  • Correcting any funding errors identified during the monthly review.
  • Assisting with monitoring grant activity by updating monthly reports including match and program income.
  • Preparing monthly reports required for RSA-911 reporting.
  • Perform quarterly Cost Allocation Plan analysis.
  • Determining and preparing the journal entry to allocate the cost per quarterly analysis.
  • Reviewing the annual administrative salary funding split for Federal and State.
  • Assisting in reviewing annually the Cost Allocation Plan and proposing changes as needed.

  • Preparing and requesting draws for Basic Support Grants after supervisor approval.
  • Preparing documentation for quarterly RSA reporting for Basic Support Grants and submitting to supervisor for review.

  • Preparing documentation support for the closing packages.
  • Assisting as backup to other essential finance functions as needed.

Minimum And Additional Requirements
  • Bachelor's degree in Accounting and experience in government accounting.
  • SCEIS knowledge, preferred.
  • Grant knowledge, preferred.

Preferred Qualifications

Official transcripts will be required to verify college degree.

  • Knowledge of the principles, practices, theories and terminology of accounting, auditing, budgeting and financial management.
  • Knowledge of state government fiscal and accounting practices and financial statement analysis.
  • Ability to interpret and analyze financial data, records, and reports.
