JOB TITLE: Security Specialist III

LOCATION: Washington, DC

SUPPORTING: Corporate and Federal Contracts

JOB CATEGORY: Full-Time

SECURITY CLEARANCE: Must possess a Department of Defense (DoD) security clearance.

EDUCATION AND EXPERIENCE REQUIREMENTS:

  • Bachelor's degree with 10 years of professional experience in security. OR
  • High School Degree and 14 years of professional experience in security.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • To ensure contract security compliance with 32 CFR Part 117, National Industrial Security Operating Manual (NISPOM), and Contract Security Classification Specifications (DD254) the FSO must:
  1. Provide clear guidance to company employees and recommend modifications to operations policies or procedures as appropriate.
  2. Prepare and issue subcontract DD254s, collaborating with Customer on Prime contract DD254s and preparing facility sponsorship documents for subcontractors, as necessary.
  3. Maintain all security documentation and files in accordance with the Defense Counterintelligence Security Agency (DCSA) or identified Cognizant Security Agency (CSA) requirements.
  4. Maintain classified safeguarding standards and prepare classified transmittals in accordance with 32CFR Part 117/NISPOM guidelines and requirements.
  5. Review all contracts and DD254s that have any elements of classified work.
  6. Manage personnel security clearances to include initial clearance submissions and continuous evaluation submissions with employees, providing guidance and instruction to employees to ensure completion of security paperwork including arranging for or performing ink and electronic fingerprinting of initial clearance candidates, and providing follow-up clearance statuses on processed clearances to managers for specific contracts.
  7. Conduct new employee security briefings, exit interviews and debriefing.
  8. Investigate and report security violations and incidents.
  9. Prepare and facilitate annual refresher training and prepare necessary documentation in support of DCSA audits.
  10. Conduct Annual Self Inspections.
  11. Provide security support to HR, Recruiting, and Proposal teams.
  12. Serve as Insider Threat Program (ITP) Senior Official, responsible for implementation, oversight, and training of the program.
    (though a separate ITPSO can be named, the FSO must at least sit on the Working Group).
  • Assist with foreign travel briefings for international travel.
  • Must possess knowledge of security classification methods and concepts, knowledge of the process for granting personnel security clearances/accesses, and knowledge of commonly applied security principles, concepts, and methodologies in carrying out information, personnel, and physical security programs related to the protection of sensitive and classified information, including Sensitive Compartmented Information (SCI).
  • Conduct site surveys and physical security accreditations, interpret current security policies, and implement organization security policies and procedures.
